The <br />other alternative would be to make the contractor live up to this <br />contract, but by now the costs have gone up some more. If the con- <br />tractor would forfeit his performance bond on file and fail to <br />perform his contract, he could never get a bond again or any other <br />contract. We can't give the contractor a change order because there <br />is nothing undiscovered here. <br />Commissioner Cira asked if the contractor bid on this job in January, <br />why then is it just being brought up in May? Mr. Crighton advised <br />we didn't get all the documentation- =the bonds and all others- -and <br />have our Legal Counsel review it and have everything taken care of <br />until probably the beginning of April. Then we had our meeting on <br />this contract on either the last of April or beginning of May, and <br />this is when it was brought before the Redevelopment Commission and <br />follow the normal course of procedure. <br />Commissioner Cira was concerned about the added costs because of the <br />increase in costs. Mr. Crighton said we would reinspect it and reduce <br />the costs by nature of eliminating some items; as the other bids re- <br />ceived--other than Slatile's- -were over $8,000. If Slatile hadn't <br />made the mistake all three bids would have been over $8,000 and would <br />have been rejected. <br />Nrs. Allen asked, "Doesn't someone check out these bids and the speci- <br />fications to make sure everything is there, and whose responsibility is <br />this to check and make sure that every item is covered ?" Mr. Crighton <br />ind Commissioner Wiggins stated it is the contractor's responsibility, <br />ind added it is the contractor's responsibility to make sure that his <br />)id is in conformance with the list of things required to be done and <br />It is certainly his responsibility to cost out the items. Mr. Crighton <br />tdvised they try to check these. This is why this has come up, and <br />:he Notice to Proceed hasn't been issued, as they discovered the error. <br />le said they don't check the bids prior to the award; they spot check. <br />'hey just do not have the manpower to do that. <br />:ommissioner Wiggins asked what happens if the house can't be brought <br />ip to code requirements within the $8,000 limit, and Mr. Brownell ad- <br />,ised we would simply reject the application of the householder because <br />.he cost is going over $8,000. Mr. Ken Schaller advised that they have <br />of run into too many that is over the maximum for the basic code <br />equirement work in health and safety. <br />ith further discussions, Commissioner Robinson stated that we made an <br />xception one other time and when we made that exception, then all of <br />sudden we had to back off, and that he had mixed emotions and said <br />e agreed with Commissioner Cira's comments. Also, good reputable <br />ontractors are hard to come by on these rehabilitations. <br />mmissioner Robinson made the motion to rescind the award of Contract <br />CD /19, the Commission made to Slatile Roofing and Sheet Metal, in <br />nuary 2, 1976, Commission meeting, as per Southeast Advisory Com- <br />ttee's recommendations.
