Jefferson Blvd. <br />South Bend, I <br />Dear Sir$: <br />COMMUNITY DEVELOPMENT PROGRAM <br />Room 1200, County -City Building <br />219 284 -9371 <br />Bureau of Housing <br />Bureau of Planning and Management <br />February 3, 1976 <br />At the January 16 Commission meeting several questions were asked concerning <br />the nature and quality of the rehabilitation contracts processed by the Bureau <br />of Housi g as part of the City's "Housing Rehabilitation Assistance Program <br />I would 'like to respond to these questions by the following remarks: <br />1 Commissioner Lloyd Robinson asked several questions concerning the <br />efforts of the Housing Bureau staff related to notifying contractors <br />of the availability of work through our program. Many attempts have <br />been made to secure additional contractors and are listed as follows: <br />a. We publicly advertise for bids on Friday evenings in both the <br />South Bend Tribune and the Tri- County News, as required by State <br />Law. This advertisement consists of the "Invitation For Bids" <br />which specifies where contract documents may be obtained, the <br />work to be awarded and at which time the bids must be returned <br />for opening. If a contractor is interested in working on these <br />contracts, it is his responsibility to read the legal notices <br />every Friday evening. <br />b. In January of 1975 every contractor listed in the Yellow pages <br />of the South Bend telephone directory was mailed a letter no- <br />tifying him of our program and the type of work we are involved <br />in. We mailed about 143 letters. The contractor's response to <br />the letter generated the preparation of the "Contractor's List" <br />attached hereto. At that time the list consisted of 45 contract- <br />ors. Through continuous updating of the list we now have 53 <br />
