4. COMMUNICATIONS (Cont'd <br />Commissioner Wiggins asked if they have any firm commitments or are <br />in a position to reveal the names of the potential users of the <br />property. Mr. Flock said they have had tentative conversations with <br />the people, but are not at liberty to reveal at this time because <br />of the situation and the standing in timing regarding a formal sub- <br />mission of a proposal. It would.be injurious to their investors <br />and to the contacts to reveal them at this time. As stated in <br />their closing letter, at the cut -off period, they would be more <br />than willing to reveal that which is deemed to be necessary to <br />satisfy the request of the Redevelopment Commission. <br />Commissioner Wiggins said that one of the statements that Mr. Gordon <br />Medlock made was that this whole thing has been under consideration <br />for some period of time. When the initial invitation for the bids <br />was issued, and there is and has developed a feeling of urgency <br />within the community that some kind of definitive action take place <br />here. As a result of the opportunity to bid, the Commission re- <br />ceived one bid and there was some technical aspects of that, as <br />he is sure the gentlemen here are aware of what has happened here. <br />Since that time, there have been a number of discussions with the <br />group that:bid in terms of seeking to clarify the problems and to <br />resolve this particular matter. We also indicated at the time of <br />the bid, and after that, that we were open to any and all other <br />proposals, and that he is sure that is how this firm got into the <br />act, but that he would suggest that we are, at this point, about <br />in a position to make some kind of a definitive move here, and <br />can appreciate their position, but that he hopes they can appreciate <br />the position of the Commissioners who have to make some determina- <br />tions and need all the solid evidence they can find upon which to <br />base a decision. <br />Mr. Flock advised he tends to appreciate what Commissioner Wiggins <br />is saying, but that the Commission must also appreciate the history <br />of their involvement and their knowledge of this particular program. <br />This is something they compiled in a rather short period of time <br />as an indication of their interest in this program. Now, the pro- <br />blem they have is in understanding why it is that the Commission can- <br />not come to a point where they can say this is the end of the sub- <br />mission of the proposals, or that they are entertaining other pro- <br />posals, or these are the ones only that will be reviewed, before <br />they go to the next level of exposing their investors who do not <br />wish to be exposed in something that is potentially an 'if' situa- <br />tion. The time element involved in putting the proposal together <br />should be considered. All they are saying, at this point, is that <br />if the Commission has the mechanism and the time to entertain addi- <br />tional time, then they would need from two to four weeks to complete <br />the remaining elements of their requirements. They are requesting <br />an answer from the Commission because, as Mr. Flock stated, they <br />are definitely interested, and if the Commission will advise whether <br />the Commission is interested in having their firm involved in the <br />program, that they then can have before the Commission, by X -date, <br />the additional information. <br />
