4. COMMUNICATIONS (Cont'd <br />Mr. J. Christopher Lannert, spokesman for SSPF, Inc., advised he <br />and Mr. Donald P. Flock, are partners and principals in SSPF, Inc., <br />and gave a history of the firm and what they hoped would potentially <br />be their involvement in the Block 6 property. Some four weeks ago, <br />while in South Bend on some other matters, they were introduced to <br />Block 6 o the Redevelopment property, and at that time became very <br />interested in it. They did a study with some people that had pre - <br />viously worked with some of the other programs they had been in- <br />volved with and ended up coming in to talk to Mr. Brownell, and, <br />subsequently, thereafter sent the letter to the Commissioners which <br />is dated September 4, expressing their concern to potentially be <br />involved in the program. In the letter, it was mentioned that they <br />would prepare and present this other brochure to the Commissioners, <br />explaining who they are, what their potential plans would be on <br />that particular piece of property, and, again, if they receive a <br />favorable response from the Commission, would go in and prepare the <br />final documentation that is required under bid proposal forms dated <br />June 22. They are here this morning to make the presentation. <br />Mr. Lannert introduced Mr. Flock, who gave a brief background of <br />their firm which was incorporated 12 years ago, primarily in design <br />efforts, offering services in land planning, in architecture, <br />interior design, and landscape architecture. They spent the first <br />8 to 10 years in their involvement working with some of the major <br />developers within this country. They then went on to evolve in <br />what they call today the entrepreneurial architectural firm - -a <br />planning firm - -where they have entered into involvement of their <br />own in the field of real estate development. He said they have <br />developed relationships with people in the area of research, <br />finance, construction and marketing, and that they feel very <br />strongly that the type of program that would be put together for <br />Block 6 entails all the talents which are mentioned in the parti- <br />cular proposal. <br />Mr. Flock said they were brought to the attention of this parti- <br />cular parcel with the thought in mind that the City was inter- <br />ested in entertaining a proposal from their particular group. <br />Mr. Flock read their proposal in its entirety, and a copy thereof <br />is attached to the official minutes. <br />President Nimtz thanked the gentlemen for being here this morning <br />and advised that Mr. George Cressy, representative for SSPF, was <br />here yesterday afternoon and had met with Mr. Brownell, Mr. Butler, <br />and Mr. Jannotta of Real Estate Research Corporation from Chicago, <br />and further he believed that Mr. Cressy was told then of the status <br />of our negotiations with the other bidder and hoped Mr. Cressy <br />relayed that information to them. <br />The Chair asked the Commissioners if any of them have any questions <br />or comments, as he believed some of the Commissioners have looked <br />the proposal over since yesterday afternoon. <br />- 5 - <br />
