<br />Plaza Park Contract No: l: The previous bids received for
<br />Plaza Park Contract No. l were rejected, conditional award
<br />rescinded and approval given to re- advertise Contract No. 1
<br />in Commission meeting of March 21, 1975. HUD had advised
<br />the only apparent action open at this point to proceed with
<br />the project is to re- advertise Contract No 1, with the scope
<br />reduced so that the low bid will be within the revised estimate.
<br />Consequently, a base contract and alternates were set up to keep
<br />the project within the budget available and within the revised
<br />Engineer's estimate.
<br />The invitation for bids appeared in The South Bend Tribune and
<br />the Tri- County News on March 28 and April 4, 1975, for bids
<br />on:
<br />Contract 1•
<br />Construction of Plaza Park including brick paving, asphalt
<br />paving, boat slips and pier, timber piling, reinforced con-
<br />crete construction, wood improvements to existing Railroad
<br />Bridge, kiosks, drinking water fountains, pavement removal,
<br />misc. demolition, earthwork, exposed aggregate paving,
<br />gabions, sculpture pedestal and benches.

<br />Electrical service and lighting.
<br />The bid opening was at 10:00 a.m., E.S.T., on April 11, 1975,
<br />in the Office of the Department of Redevelopment. The following
