Item No. 3: Install all waste and vent piping <br />according to the South Bend plumbing code, 'connect all joints <br />in a workmanlike manner. <br />Mr. Brownell said this damage was not visible until they got <br />into the rehabilitation work, so we have an extra to the con- <br />tract of $887.00. Mr. Keitt; Crighton, Director of the Bureau <br />of Housing, E -7 Program, said this is indicative of the type <br />of things we,run into with the rehabilitation programs. Many of <br />the items are not visible on inspection and we just have to kind <br />of gamble on it until we actually get into the work. <br />Mrs. Janet S. Allen said, "My question is, as the Council has to <br />approve anything over $5,000 and when you change a contract <br />from $4,490 to $5,377 does it not have to go back to the Council <br />for approval ?" Mr. Brownell said he does not think that it does. <br />Mr. Crighton said it does not. If it is in the original contract <br />it is. If we receive the original bid in excess of $5 ;000.00,: <br />then we have to go before the Council for approval; if the ori- <br />ginal contract is less, we do not go before the Council. As far <br />as a change order exceeding the $5,000 amount, we do not need to <br />go before the Council. The Chair asked our Legal Counsel if he <br />concurs with that? Mr. Kevin J. Butler: said to Mr. Crighton that <br />we should check into this. The Commission here can approve it, <br />and if it has to go to the Council, we will take it to the <br />Council. Commissioner Wiggins said he concurs and feels this is <br />a good question and it should be checked. <br />Motion was made by Mr. Wiggins for the approval of Change Order <br />No. 1 to Rehabilitation Contract No. 10, for an increase in <br />contract amount of $887.00, with Ted Combs Decorating & Construc- <br />tion Company, for an amended contract total of: $5,377.40, <br />and no time change, and this be subject to Legal Counsel approval <br />and also Legal Counsel to check if it also requires City Council <br />approval. Motion seconded by Mr. Chenney and carried. <br />f. Change Order No. 1 to Rehabilitation Contract No. 32, E -7: <br />Commission approval was requested of Change,Order No. 1 to <br />the Rehabilitation Contract No. 32, for an increase in con- <br />tract amount of $160.50 with Newton Contractors, for work at <br />713 East K -asey Street, Project E -7, Bureau of Housing, for <br />an amended contract total of: $3,925. 50, and no time change. <br />Motion for approval of above Change Order was made by Mr. Wiggins, <br />seconded by Mr. Donaldson and carried. <br />CHANGE <br />ORDER 1 TO <br />CONTRACT 32 <br />APPROVED, <br />E -7 <br />
