2. APPROVAL OF MINUTES <br />In the last Commission Meeting, which was called as a Special Meeting, <br />heli on April 29, 1975, the approval of the Minutes of the Regular Meet - <br />ing of April 18 was not on the Agenda for Commission approval. The Chair <br />dis ensed with the consideration for approval until the regularly -sche- <br />dul d meeting of May 9th. <br />The Chair requested approval of the Minutes of the Regular Meeting of <br />Apr 1 18, 1975, at which time, Ms. Jeanne Derbeck, Reporter for The <br />South Bend Tribune, requested that she be granted permission to go <br />on record before the Chair proceeds with this Commission Meeting. Ms. <br />Derbeck was granted permission to speak. <br />Ms. Derbeck requested her comments, be placed on record, and shown in <br />the le Minutes: <br />den <br />Ms. <br />Ms. Derl <br />ring an, <br />a. <br />b. <br />One thing specifically, I have read the Minutes, and I <br />noticed that the Minutes do not mention several things. <br />Well, one thing specifically: Councilman Terry Miller <br />was here, and we had considerable discussion, which is <br />NOT NOTED in the MINUTES. Now, you are dealing with <br />topics here that were a controversy in the meeting. Well, <br />these topics could become more controversial. <br />I have known of other Commissioners who use minutes of <br />their past meetings as a record -- almost a legal record. <br />I am speaking of The Housing Authority, for instance. <br />ssioner Chenney said he couldn't hear what she was saying, and Presi- <br />Nimtz asked Ms. Derbeck to speak louder to be heard. <br />(Derbeck said: <br />These Minutes do not mention Councilman Terry Miller's <br />comments from the 'last meeting' -- which were consider- <br />able. <br />Now, Minutes can become an almost legal record, and maybe <br />they are a legal record - -I don't know. And I have seen it <br />happen with The Housing Authority Commissioners who have had <br />to go back to past Minutes as evidence of something that <br />happened about a controversy that arose later. <br />This is a controversial topic and these Minutes may be used <br />as evidence later. I am not on the Commission, nor suggest- <br />ing what you should do, but I would like it on RECORD that <br />some things are missing from these Minutes. <br />*k was requested to clarify for the record, which Minutes she is refer - <br />objecting to being incomplete: <br />Minutes of Commission Meeting of April 18, 1975, (Regular Meeting), <br />recorded by: Ms. Helen S.
