HUD letter dated September 4, 1974: This letter, over WYMAN'S BUILDING, <br />the signature of Mr. Daniel B. Bowman, Acting Director, R -66 <br />Operations Division, states they have reviewed our re- <br />quest for authorization to obtain independent approvals <br />of a property which is located in the urban renewal area, <br />Indiana Project R -66, but not designated for acquisition. <br />It has been determined by HUD that inclusion of this <br />parcel in the urban renewal plan for acquisition would <br />require a minor plan change, which we could effectuate <br />by a proclaimer certificate if adequate funds are avail- <br />able. The federal capital grant cannot be increased <br />however. Without a plan change to include this parcel <br />for acquisition, the authorization for appraisal of <br />this parcel cannot be granted. <br />Mr. Lennon advised this relates to the Wyman's building <br />and our recommendation is that since this building was <br />not on our acquisition list we not go ahead and proceed <br />with an appraisal, that this is a private development <br />and should be so handled. <br />�. HUD letter dated September 4, 1974: This letter, over <br />the signature of Mr. Paul J. Topmiller, Acting Assis- <br />tant Director, Technical Services Branch, concurs in <br />our request to use city forces and equipment, as per <br />our letter of request for the paving of LaSalle, <br />Jefferson, Washington, Wayne, and Western Streets, <br />for the sum of $33,790.00, in our Phase II -E, Paving <br />Force Account, Indiana Project R -66. <br />This includes curbs and other items; however, Mr. <br />Lennon advised of the $33,790.00, only $15,490.00 <br />of that can be contracted directly to the City, as <br />they do not have the ability nor the manpower to do <br />about $18,300.00 of curbing and other things that <br />will be coming under a separate date as a contract. <br />PHASE II -E, <br />PAVING FORCE <br />ACCOUNT, R -66 <br />HUD letter dated September 10, 1974: This letter, CONTRACT INDIANA <br />over the signature of Mr. Sam Ri ey, Acting Assistant A- 10(LG) <br />Regional Administrator for Community Development, <br />advises the Requisition No. 1 for Project Capital <br />- 5 - <br />
