6. NEW BUSINESS (Cont'd <br />Mr. Lennon advised for the most part we have requested <br />and received the wage determinations. The demolition <br />contracts are all controlled by the "Notice to Proceed" <br />which is automatically issued by our office staff, after <br />all the preliminary work is completed - -wage determina- <br />tions, Commission approval to advertise, actual adver- <br />tisements, bid opening, awarding of contract by Commis - <br />sioners, execution and legal counsel approval of con- <br />tract, HUD concurrence, insurance coverage, and EEO <br />Preconstruction Conference. At this point, if every- <br />thing is in order a Notice to Proceed is automatically <br />issued. This procedure will apply to Demolition & <br />Site Clearance Contract Nos. 36 and 38; however, the <br />Notice to Proceed is not authorized - -at this time <br />for Demolition & Site Clearance Contract No. 37, which <br />involves the River Bend Plaza Office. Mr. Wilcox will <br />be working out of that office until the 1st of the <br />year, and Mr. Lennon said we also have a major respon- <br />sibility to the merchants and tenants in that area not <br />to disrupt their businesses during the Christmas season. <br />Since that block will probably be the last parcel that <br />Associates will need, the Commission will determine the <br />time of demolition. If the Commissioners do not authorize <br />the Notice to Proceed on the River Bend Plaza building <br />to the demolition contractor, the building will remain. <br />On motion by Mr. Wiggins, seconded by Mr. Chenney and <br />unanimously carried, advertising was approved for <br />Demolition & Site Clearance Contract Nos. 36, 37 and <br />38, with the stipulation that the control of the Notice <br />to Proceed for Demolition & Site Clearance Contract <br />No. 37 rests with the South Bend Redevelopment Com- <br />missioners, for internal control of the River Bend Plaza <br />Office. <br />Resolution No. 503: This resolution authorizes the ac- RESOLUTION NO. <br />quisition of property by condemnation in the Southeast 503 ADOPTED, <br />Project No. 1, Indiana N.D.P. A -10, for the following: SE #1, NDP A -10 <br />Parcel No. Owner <br />66 -18 Trustees Ridgedale <br />Presbyterian Church <br />66 -29 Leasing Unlimited <br />Concurred -In <br />Acquisition Price <br />750.00 <br />On motion by Mr. Chenney, seconded by Mr. Wiggins and <br />unanimously carried, Resolution No. 503 was adopted. <br />- 14 - <br />
