INEW BUSINESS (Cont'd <br />Relative to question raised by Mr. Wiggins on the time <br />involved in The.Housng Authority and the time he will <br />be able to spend in this Department,..Mr. Lennon said <br />he has discussed this with Mr. Wilcox. We have a func- <br />tional organization and with Mr. Brownell and the other <br />staff here, Mr. Lennon said he believed that Mr. Kent <br />Wilcox can run the department. We need someone to sign <br />documents. He has other Assistant - Directors for con- <br />tinuity in other areas. Mr. Wilcox is not interested <br />in coming here on a full -time basis. <br />In answer to Commissioners' questions, Mr. Lennon ad- <br />vised that Mr. Wilcox would be working directly for <br />the Commission and that Mr. Wilcox is his recommenda- <br />tion to serve as the Acting Executive Director. Mr. <br />Hojnacki was suggested but Mr. Lennon said he did not <br />feel that Mr. Hojnacki had the experience at this time <br />to take over this position. <br />Mr. Chenney asked if Mr. Brownell was also Mr. Lennon's <br />recommendation for the Acting Deputy Director and Mr. <br />Lennon answered in the affirmative. <br />On motion by Mr. Chenney, seconded by Mr. Wiggins <br />and unanimously carried, the following are appointed <br />to serve in the capacities designated for the Depart- <br />ment of Redevelopment: <br />Attorney L. Kent Wilcox, Acting Executive Director. <br />Mr. C. Wayne Brownell, Acting Deputy Director. <br />Reverend Williams requested the minutes be recorded <br />to show that the above appointments are temporary. <br />Mr. Chenney said that it is being stated that it is <br />"Acting Director." <br />C. 1972 District Capital Bond: Mr. Lennon advised we have <br />had a request from Mr. Karl King and other members of <br />the Downtown Council and the River Bend Plaza Advisory <br />Committee, on the discussion (legal and otherwise) per- <br />taining to a loan request from the 1972 Bond issue -- <br />to be repaid in three (3) years. <br />Mr. Karl King gave a report on the financial entities <br />and related cost for the River Bend Plaza and the oppor- <br />tunity to loan the Downtown Council or some other entity <br />$30,000 for decorations for Christmas and -other events <br />that require some motif or theme within the downtown <br />Plaza area. This would basically be used on the finished <br />portion of the Plaza; however, a small amount might be <br />used on the "supergraphic" area during this transition <br />- 13 - <br />LOAN AUTHORIZED <br />FROM 1972 DIS- <br />TRICT CAPITAL <br />BOND <br />
