HELMEN: Gentlemen: That is the bad news, with the good:' Chuck, this is not the time to say all the nice things I would like to say about you, but you have made our job easier. I realize this is one opportunity you -can not turn down, but with this terrific assignment I can understand why you feel you have no alternative. The City of South Bend - -I think the whole city here will - -we will miss your work - -at least the rest of the Board will, and the job you have done toward the city and the image of South Bend has been fantastic over the years - -you can look over the city with pride. Congratulations on the assignment! It is their gain- - our loss. We feel deeply moved; on the other hand, we don't blame you in accepting this assignment for direc- tor. I know all the Commissioners feel very keenly about losing you. You will be around in giving counsel and guidance. R. DONALD A. WIGGINS: The only thing that offsets the bad news is that the job will be a great challenge, I am sure. I wish you well. EVEREND'WILLIE V. MILLER: I think that you all know two years ago when we had the tremendous opportunity to be the first community in the history of Indiana to implement the Agency- -the task to implement a new Community Development Agency- -the first of its kind in the County of St. Joseph, Indiana, and the phasing out of the Redevelopment Program which your Com- mission has brought to such a successful conclusion. Chuck accepted the task. Chuck had an offer to go out of this community for much more salary and greater responsibility, but his dedication to South Bend and his profession compelled him to stay and we implemented this program. srM
