8. PIROGRESS REPORTS (Cont'd <br />On Arco Construction Company, Phase II -B contract, re <br />sidewalk, Mr. Wiggins said in reference to their letter, <br />this should be repudiated. <br />Mr. Akin advised the only activities of construction <br />on the Plaza is the finishing of the punch list items, <br />and Exterior Design, Inc., is finishing the work dis- <br />cussed above. <br />Mr. Butler raised the question on the marble fountains <br />on Jefferson Street and the litter getting in the grates, <br />etc. Mr. Akin advised the far fountain at the parking <br />structure is not completed as yet. The contractor anti - <br />cipates starting both at the same time. The maintenance <br />will be much less of a problem than others - -that pool has <br />a self - cleaning tendency. With the water cascading, <br />people get less,of a tendency to get close to it. The <br />above pools are referred to as ice sculptures. <br />bk Chamber of Commerce Report: <br />Mr. John R. Kagel, Director of the South Bend - Mishawaka CHAMBER OF <br />Area Chamber of Commerce, Inc., gave a report on the follow- COMMERCE <br />ing: REPORT <br />1) Tribute to Memory of Louis LaPierre: Mr. Kagel informed <br />the Commissioners of the recent death of Mr. Louis LaPierre, <br />who had been a strong advocate of the Redevelopment Commis - <br />sion of the City of South Bend. He had also served as <br />President of the Downtown South Bend Council and was very <br />active in our community. <br />Mr: LaPierre had also been a civic leader in St. Paul, <br />Minnesota. <br />Mr. LaPierre had given much of his time and was very dedicated <br />to the community. He was a good man and many of the Com- <br />missioners knew him and concurred in the loss of Louis <br />LaPierre. <br />2) Civic Leaders: Mr. Kagel advised of civic leaders visit- <br />ing our city and the River Bend Plaza from Canton, Ohio <br />last week. Mr. Kagel said he wanted to compliment Mr. <br />Lennon and to advise the Commissioners of the excellent <br />presentation Mr. Lennon made of our programs and highly <br />modifying everything in South Bend. <br />The Chamber is presently working with a Marion, Indiana <br />group. The city and government officials will be working <br />with Mr. Lennon. <br />In reference to President Helmen's concern of the time in- <br />volved in these presentations, Mr. Lennon advised that he, <br />Wayne Brownell, Lou Wilcox, and many in the River Bend'Plaza <br />Authority, and the Chamber of Commerce representatives, do <br />- 14 - <br />
