ICOMMUNICATIONS <br />a. HUD letter dated June 28, 1974: This letter, over <br />the signature of Mr. James E. Armstrong, Director, Area Office, <br />advises HUD approval of the Neighborhood Development Program <br />application for transitional funding to extend the project to <br />Dece ber 31, 1974. HUD allocated as a loan $1,316,800 and <br />$1,2E6,800 as a capital grant to aid in financing the program. <br />The approved budget HUD -6275 and the financing plan HUD -6280 <br />forms were enclosed. The approval of this budget authorizes <br />incu ring costs in conformity with the budget on or after <br />June 30, 1974. All necessary legal documents will be for- <br />ward d to us at a later date. <br />Based on Assistant Secretary Meeker's Policy Memorandum of <br />April 30, 1974, it has been determined that this transitional <br />application is eligible for funding under the "Program Con- <br />tinuity Level." Consequently, this approval allows only com- <br />pletion of previously approved activities: no new activities <br />are allowed. <br />TRANSITIONAL FUNDING <br />EXTENDED TO 12- 31 -74, <br />N.D.P. A -10 <br />b. HUD letter dated July 15, 1974: This letter, over NON -CASH LOCAL <br />the signature of Mr. Stephen J.
