5. LLD BUSINESS (Cont'd
President Helmen said he had the impression we had settled this
earl er and everyone was in agreement, and asked why this was
brought up again. Mr. Butler advised the parties had made a
list basically together for the items mentioned by the respec-
tive parties. It was agreed Mr. Walsh would make up a list
that would be reviewed. That list contained fifty -seven (57)
item ; when it was reviewed, there were ten (10) items at issue.
The ten (10) items have not been resolved.
On m tion by Mr. Wiggins, seconded by Mr. Chenney and unani-
mously carried, the motion as recommended by Mr. Butler,
Comm ssion Legal Counsel, noted above, was approved.
Update on S. S. Kresge, R66: Mr. Lennon advised the S. S. KRESGE
arti le in The South Bend Trine stated the Commission had UPDATE, R -66
not esponded. The response was held in abeyance for Com-
mission discussion.
This item was discussed in length''in the prior session (Execu-
tive Session) of this meeting, with Mr. John Oxian present.
Mr. John Oxian, Vice- Chairman of the Historic Preservation Com-
mission of South Bend and St. Joseph County, Indiana was present
and gave a discussion on the contents of his letter dated May 15,
1974 addressed to Mr. Judd Leighton, Chairman of the Board of
the National Bank and Trust Company, regarding the historic pre-
servation of the Kresge Building. Mr. Oxian said according
to t eir architect, the building is the oldest in town and archi
tect rally one of the few of that style. Their interest is in
pres rving landmarks and this is the only one left in the downtown
area
Mr. d Bauer advised that many structural changes have been made
on tie first floor of the Kresge building as much of the struc-
tural areas were removed in restoring the first floor. To re-
stor it to its original condition might be very exhorbitant in
cost and the National Bank and the Chairman of the Board, Mr.
Rola d W. Goheen, may not be coerced to restore it to the ori-
gina condition for historical value.
Mr. henney said the bank would remodel the building to suit
them elves. The only thing that would remain would be the walls- -
it i3 the biggest fire trap downtown. President Helmen said the
bank is thinking of having a building in the direction of the
Williamsburg style front. They cannot build that type and use
the axisting structure.
Mr. ennon informed Mr. Oxian it would be reported that he appeared
before the Redevelopment Commission on behalf of the Kresge building
and that the Commission will continue to work with the Historic
Pres rvation Commission of South Bend and St. Joseph County and
woull appreciate hearing the results of their meeting. We did share
the complete Kresge file with Mr. Oxian and will get together with
him. The structural question has to be answered before this Com-
mission can consider this request. The building must conform to the
land use.
-7-
