4. COMMUNICATIONS <br />a. HUD Letter Dated October 16, 1973: This letter, BULK SALE PROGRAM <br />over the signature of Mr. Richard J. Ice, Chief, Property <br />Disposition Branch, answered questions on our inquiry of <br />the bulk sale program. HUD would be interested to have <br />the Ci y of South Bend acquire houses that are on their <br />invent ry. There are no funds available at this time, <br />througi HUD, for the purchase of these properties, and <br />they d not sell on land contract. The bulk sale program <br />is con ucted on _a cash basis and there are no other credit <br />arrang meets available. <br />Mr. Lennon advised we will explore the possibilities <br />through Community Development and will report back to <br />the Commission at a future date. <br />b. HUD Letter Dated October 18, 1973: This letter, FINAL AUDIT, R -57 <br />over the signature of Mr. Choice Edwards, Acting Director, <br />signed by Mr. H. L. Bainaka, submitted a copy of the final <br />audit with three (3) audit findings, requesting our written <br />response no later than October 29, 1973. <br />Mr. Le non advised we are responding to the Department of <br />Housin and Urban Development. The major one is the ap- <br />proval of the street improvements that are adjacent to <br />the R-57 Project. We have the option to continue with <br />minor hanges in LaSalle Park. The land that is not sold <br />will revert back to the City. Once the project is closed <br />out, it is the City's responsibility. <br />c. HUD Letter Dated October 18, 1973: This letter, <br />over the signature of Mr. Louciene Watson, Acting Assistant <br />Region 1 Administrator for-Equal Opportunity, advised HUD <br />has re-evaluated the discriminatory complaint filed against <br />the De artment when Mr. Lloyd S. Taylor was the Director, <br />and HU feels the complaint, as alleged, does not constitute <br />a viol tion of the provisions of Title VI of the Civil Rights <br />Act of 1964, and is, therefore, not within the jurisdiction <br />of their office to investigate. This file in their office <br />will be administratively closed. <br />d. HUD Letter Dated October 18, 1973: This letter, <br />over the signature of Mr. Daniel E. Coughlin II, Chief, <br />Accounting Branch, Financial Review and Accounting Division, <br />is a n tification of the completion of the Temporary Loan <br />Note file.
