By using the cleaned digester gas as a transportation fuel, the City of South Bend can
maximize its generation of Renewable Identification Numbers (RINs) to be sold on the open market to
companies that purchase renewable energy credits. Based upon discussions with City staff, the scope of
the project includes:
Upgrades to the existing compressor system for fast -fill operations
Electrical upgrades for the system including extension of 3-phase 480 power, distribution
panel, breakers, instrumentation and controls, monitoring, and safety provisions
Gas piping modifications and gas storage
• Evaluation of gas piping network and accessories located inside the tunnel and
serving gas -fired equipment and flare.
• Evaluation of gas piping network leading to the gas cleaning skid system.
• Modifications to gas piping and addition of gas storage required to upgrade CNG
fueling station from slow filling to fast filling.
Ancillary upgrades to fueling stations and fueling area
Evaluation of existing gas cleaning skid system
PART 1— BASIC SERVICES
A1.01 Project Management and Preliminary Design
1.1 Data Collection review, and PreLi:niina Design Report F'Q . Review the existing
NIPSCO natural gas supply for fast -fill upgrades. Review existing mechanical distribution
piping network, equipment, and instruments. Review renewable fuel project report.
Relevant data and information regarding key facilities will include: Record Drawings,
O&M Manuals, and Shop Drawings. Prepare PDR that provides recommendations for
systems modifications and new construction. The PDR will detail two options to maximize
RIN generation and fast -fill operations. The PDR will note estimated lead times for large
and packaged equipment.
Page 1
(Exhibit A — Engineer's Services)
EJCDC E-500 Agreement Between Owner and Engineer for Professional Services.
Copyright OO 2008 National Society of Professional Engineers for EJCDC.
