Michigan Street, City of South Bend - APC #1712-96 Dear Council Members: The above referenced ordinance and site development plan of South Bend Redevelopment Commission was legally advertised April 4, 1992. The Area Plan Commission at its public hearing on April 16, 1996, took the following action: Upon a motion by Joseph Serge, being seconded by George Hill and unanimously carried, the proposed ordinance and site development plan of South Bend Redevelopment Commission and South Bend Heritage Foundation to zone from "C" Commercial, "G" Height and Area to "A-3" Mixed Use Multi-family Residential and Commercial, "G" Height and Area, property located at 211-213 S. Michigan Street, City of South Bend is sent to the Common Council with a favorable recommendation, subject to a final site development plan. Rezoning of this property would allow for the restoration and adaptive reuse of a long vacant building in downtown South Bend. The A-3 zoning classification would allow retail space on the ground floor and apartments throughout the remainder of the building. In the Commission's opinion these proposed uses are consistent with the surrounding area and would meet the City of South Bend's goal of creating more housing in the downtown area. PLEASE NOTE that the Ordinance has been amended by the petitioner and is different than that used for the Common Council's first reading. The amended Ordinance was the Ordinance legally advertised and heard by the Area Plan Commission. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public hearing, and will be forwarded to you at a later date to be made a part of this report.
