6. NEW BUSINESS (Cont'd bid opening was on September 28, 1973, at 10:00 a.m., E.S.T., in the Department of Redevelopment. Only one bid was received at the opening, and publicly opened, from: NAME 0 CONTRACTOR BID AMOUNT H. De 4ulf Mechanical Contractor, Inc. $ 66,990.00 48600 xecutive Drive Mishaw ka, IN 46544 Seven 7) firms received bid documents, but only the above firm s bmitted a bid. This is $26,075 above our engineering consultant firm's estimate. Mr. Kelfin J. Butler, Commission Legal Counsel, advised the Com- mission has the authority to accept any bid - -the lowest and best b d, or to reject any and all bids. A motion could be made to reject the single bid that was submitted and then authorize the staff to do everything that is necessary to rebid the pr ject. The Presiding Officer, Mr. Chenney, requested we meet with the engineering consulting firm, Murphy Consultants, Inc., and the contractor, De Wulf Mechanical Contractor, Inc., and have the contractor explain what the items cover.. Then if we still consider the bid too high to re- advertise, as being in the plumbing industry he feels it is impossible to do the wo k for the engineer's estimate. Mr. Wiggins made the motion to hold the consideration of this bid in abeyance, and that the engineers and the bidder get to- gether with our staff and Mr. Chenney for a conference to determine whether or not the engineering estimate is reasonable, reasonable basis for the bidding, and that a report of this be made b ck to the Commission for the next Commission meeting. Motion was seconded by Rev. Williams and carried unanimously. b. Change Order No. 6 to Phase II -C: Authorization was reques ed to extend contract completion date fifty -six (56) calendar days to November 23,,1973 due to: Delay in demolition of Office Engineer's building in area of Service Drive #5. Delay in construction for new building adjacent to Service. Drive #2 between Washington Street and Col- fax Street. 1) Pending decision regarding construction of Service Drive #2 between Jefferson Boulevard and Washington Street regarding original plan for drive and revised plan dated June 25, 1973. CHANGE ORDER NO. 6 TO PHASE II -C, R -66, APPROVED
