6. N4W BUSINESS (Cont'd <br />The owners wish to construct a landscaped and flower box <br />area ipproximately three (3) feet in height on west, north <br />and east elevations of the structure. The appendages to <br />the b ilding would enhance the esthetics of the structure <br />and are in keeping with the design and spirit of the Down- <br />town Pedestrian Way Project. To add this feature to the <br />west side of the building would encroach on the mall approxi- <br />mately three feet. This has been reviewed by our Architec- <br />tural Design Committee and Sign Committee. <br />This request has been submitted to the Board of Public Works <br />and a proved September 4th, subject to Commission approval. <br />Mr. Michael G. Browning, Director of Marketing and Sales, <br />of The Hickey Company, presented the architectural render- <br />ing--depicting it curved and treated. The Hickey Company <br />has a contract to build a five -story building for the St. <br />Joseph Bank & Trust Company and Marilyn Brown. In order not <br />to int rfere with the fire exist of the State Theatre, per- <br />mission is needed to allow the new building to extend over <br />the si ewalk by approximately 2'6 ". The part that would <br />extend would actually be decorative, including planters 3' high <br />along he west side of the building. The three feet height is <br />needed as a safety precaution - -to have it large enough not to <br />have p ople trip over it. <br />The Co mission felt there is value in having an irregular build- <br />ing line in the Mall area and we are also doing it with shrubbery. <br />Motion was made by Mr. Chenney, seconded by Mr. Wiggins and unani- <br />mously carried, to authorize the three (3) feet encroachment, as <br />requested above. <br />1) Marilyn Brown Condemnation Suit: Also relative to <br />this building, Mr. Lloyd S. Taylor, Vice President of the <br />St Joseph Bank & Trust Company, has requested an extension <br />of construction time for the purpose of the development of <br />the five -story commercial building with basement, at 210 <br />South Michigan Street. The heirs of the Samuel Brown <br />Estate and the St. Joseph Bank and Trust Company have formed <br />the St. Joseph -Brown Building Company and have authorized <br />the Hickey Company to prepare complete working drawings and <br />specifications for the project, and, in addition, have author - <br />iz d the purchase of the structural steel for the project. <br />Be ause of the schedule of the steel mills, the materials <br />fo this project will not be available until mid- December <br />of this year. Based on the long lead time that was re- <br />qu red in obtaining the materials and the inefficiency of <br />st rting construction prior to obtaining these critical <br />it ms, they are requesting the Redevelopment Commission <br />gr nt an extehs;ion to November 1, 1973, as the latest start <br />da a for construction. <br />- 10 <br />EXTENSION AUTHORIZED <br />FOR CONSTRUCTION <br />DATE, BROWN PROPERTY <br />R -66. <br />
