2. PUBLIC HEARING <br />a Public Hearing of the Central Downtown Urban Renewal <br />Project, Indiana R,-66: President Helmen apprised the audience <br />we ad ertised the public hearing would be held this morning on <br />the s bject of the amendatory urban renewal plan and minor plan <br />changes in the Central Downtown Urban Renewal Project, Indiana <br />R -66, and requested the Executive Director, Mr. Charles F. <br />Lenno , Jr., to read the Notice of Public Hearing. <br />Mr. L nnon read the Notice of Public Hearing in its entirety <br />and a (vised the certifications of publication are available for <br />publi ( scrutiny. Said advertisement was published in The South <br />Bend lribune on July 18 and July 25, 1973 and in the Tri- County <br />News cn July 20, 1973. Also copies of the Notice of Public Hear <br />ing were served on the following officials of the City of South <br />Bend ty personally handing said Notices to them: <br />1) Mr. Richard Johnson, Executive Director, <br />Area Plan Commission of St. Joseph County. <br />2) Mr. James Seitz, Superintendent, <br />South Bend Department of Parks. <br />3) Mrs. Patricia DeClercq, Clerk of the <br />Board of Public Works. <br />4) Mr. Rollin E. Farrand, Sr., President of the <br />Board of Public Works. <br />5) Mr. Forrest West, Director of the Bureau of <br />Buildings. <br />6) Mr. James F. Barcome, City Controller <br />and by personally posting copies of said Notice on the Bulletin <br />Board in the County -City Building, Municipal Services Building, <br />County Court House, and the Department of Redevelopment. <br />Mr. Lennon advised the basic two concepts involved in this public <br />heari n are: <br />PUBLIC HEARING, <br />CENTRAL DOWNTOWN <br />URBAN RENEWAL PROJECT, <br />INDIANA R -66 <br />1) The minor land use change which is necessitated be- <br />cause of the housing moratorium under subsidized hous- <br />ing as it relates to the original urban renewal plan <br />calling for up to 1,000 housing units in Block 6 of <br />the designated Central Downtown Renewal Area and also <br />an update of the Land Utilization and Marketability <br />Study which shows the recent current trends in hous- <br />ing. <br />2) The State Law requires that after 1972, if we want to <br />place any parcels back on the acquisition list, we <br />need to hold a Public Hearing to hear any remonstrance. <br />- 2 - <br />
