HUD letter dated June 20, 1973: This letter, over MALL COSTS, R -66 <br />the signature of Miss Fredi Beth Rolsky, Community Develop- <br />ment Representative, is in reference to our request for <br />inf )rmation on Item I, Site Improvement Cost and Engineer- <br />ing Design for the Mall, Project Indiana R -66. <br />HUDI's letter reiterates that the engineering costs are <br />an ligible expense. <br />HUD letter dated June 25, 1973: This letter, over NDP URBAN RENEWAL <br />the signature of Mr. Choice Edwards, Acting Director, ad- PLAN APPROVED, A -10 <br />vises the local approvals submitted in support of the Urban <br />Renewal Plan for the NDP have been found satisfactory. <br />HUD requested we must demonstrate to the Office of the Area <br />Cou sel that the statutorily required two appraisals were <br />use to calculate the estimated cost of land acquisition. <br />Mr.lLennon advised we have responded to this letter. <br />HUD letter dated June 26, 1973: This letter, over LEGAL AID FEES <br />the signature of Mr. Thomas P. McNally, Area Counsel, is <br />in response to a memo written by Legal Aid Attorney relating <br />to payment of legal fees for routine representation of re- <br />loc tees, under our Mrs. Dorothy Howell's office. <br />Consulting with the Regional Office, HUD Area Office concludes <br />for South Bend to limit a displaced person's choice of repre- <br />sentation in the purchase of a replacement housing unit to <br />subsidized counsel or to the South Bend Redevelopment Counsel <br />is unduly restrictive, not authorized either by HUD's regula- <br />tio s or statute and may be a circumvention of the Uniform <br />Rel cation and Land Acquisition Policies Act of 1970. <br />No <br />prof <br />of 1 <br />onclusions can be drawn from the information presented <br />rding the reimbursement of an expanded class of expenses <br />osed by the South Bend Legal Aid Society without benefit <br />urther explanation. <br />- 5 - <br />
