Action on Resolution No. 456, declaring Central Downtown Renewal <br />Area to be blighted and approving an urban renewal plan and <br />conditions under which relocation payments will be made for <br />Project Indiana R -66 and for the making of certain minor changes <br />to the Urban Renewal Plan. <br />Mr. Charles F. Lennon, Jr., Executive Director, apprised the Com- <br />mission that the reason for this Special Meeting is the 1972 Burns <br />Indiana Statute Law which requires the acquiring agency to secure <br />two separate fee appraisals and it is customary to make a fair <br />market offer based on the average of the appraisal results and for <br />a minor plan change in the R -66 Project. The following were placed <br />on the official notice: <br />Parcel No. Building <br />2 -5 Water Works, 224 N. Main St. <br />2 -12 Volcano (Roma Restaurant), 219 N. Michigan St. <br />21 -13 Kings Clothing Store, 321 SR Michigan St. <br />21 -15 Avon Theatre, 307 S. Michigan St. <br />All have been on the Amendatory list but we now must have up -to- <br />date appraisals. Other parcels have been appraised and considered <br />part of the Urban Renewal process. <br />Mr. Lennon read Resolution No. 456 in its entirety for considera- <br />tion by the Commission for adoption. <br />In summary, there are two major points: <br />1) Approval of appraisals for parcels of land presently on <br />contract and which will remain on contract. These were <br />originally placed on the list in September, 1972. <br />2) The amended use is for a minor plan change, for Block 6 -- <br />20 -acre site along the River- -now documented as Service <br />Commercial /residential, which was previously discussed <br />in one of our prior Commission meetings. The minor plan <br />change and the declaratory resolution will be presented <br />to the Area Plan Commission for tomorrow evening's meet- <br />ing (July 17), and Monday to the Common Council (July <br />23). A Public Hearing will be held at 10:30 A.M., <br />August 3, 1973, in a Regular Commission Meeting, which <br />will be held in the City - Council Chambers, County -City <br />Building, for any remonstrances to be heard against this <br />particular Resolution. If the Resolution is approved <br />by all, it will go before the Michiana Council of Govern- <br />ments in their August meeting. <br />
