8. OTHER MATTERS (Cont'd <br />3) The Redevelopment Commission based on the entire <br />concept and thrust of the Downtown Urban Renewal <br />Project and the funding of the Downtown Urban Re- <br />newal Project indicates that the City live up to <br />its commitment to all the developers who have in- <br />vested their money into the Downtown area based on <br />the construction and implementation of the Downtown <br />Pedestrian Mall. <br />4) We have forwarded to the City Engineering Department <br />for final review the documents that were presented to <br />you and the Council on January 17, 1973. If you re- <br />call, this was a caucus meeting with the Mayor, the <br />Council, the Redevelopment Commission and the Mayor's <br />Cabinet, at which time the entire presentation of the <br />Mall -- including the landscaping - -was discussed with <br />you. <br />5) In 1972, Councilman Terry S. Miller, and 1973, <br />Councilman Walter T. Kopcznski, were the liaison <br />council members to our Commission and did not, <br />at any time, either in public or private session, <br />raise any major issues concerning the Mall. <br />6) We have discussed with you and others the entire <br />concept of the maintenance of the Mall and it is <br />the responsibility of the Park Department for up- <br />keep after the Mall is constructed. We have pre- <br />sented some alternatives, such as front footage <br />assessments on the landlords as they relate to <br />the proximity of the Mall itself. <br />7) With regards to the price of the canopies, $441,931 <br />is presently budgeted for the canopy that will go <br />in Blocks No. 3 and 4, 5 and 6, and Block No. 7, as <br />it relates to the attached map. I am enclosing for <br />your perusal the latest estimate regarding the <br />Pedestrian Mall. If you have any questions, please <br />let me know. <br />8) With regards to the time schedule, we are antici- <br />pating placing this in legal advertisement on March <br />30 and April 4, 1973, with the bids being opened on <br />May 9, with Commission approval or disapproval on <br />May 18, 1973, and the Department of Housing and <br />Urban Development's approval or disapproval on May 28. <br />9) The cost of the Mall is used as part of the financing <br />package for the Downtown Urban Renewal Program. <br />The Department is committed to the construction of the Mall and we <br />are pr pared to move forward with it. <br />- 12 - <br />
