The Engineer's estimate is $3,500,000.00. Mr. Lennon said we have not received the finalized engineering ' design. We should receive this today or Monday, which will be forwarded to the City Engineer's Office, and if agreed to by Mr. Richardson, we can begin to advertise on February 23. We have received the plans - -the specific engineering designs; however, the specifications on all items on the Mall have not yet been received by the Engineer- ing Department and ourselves. Mr. Wiggins made the motion for tentative approval, subject to the City Engineer's review and approval, and perhaps subject to a subsequent review by this Commission at our February meeting. The Chair said: "This is big money. The Commission should have the opportunity to go over the figures to see that they are in line. This is the total Mall package. We want to safeguard Commission's functions on establishing policy and it is hard to judge things when we do not have a chance to judge.
