NEW BUSINESS (Cont'd) <br />b Chan a Order No. 4 to Phase II -A: Mr. Taylor <br />advisei this is for the tunnel from the proposed parking <br />struct re north of Washington Street and West of St. <br />Joseph Street to the north end of the Cultural Center <br />site. In the November 19, 1971 meeting, the Commission <br />direct d the Engineer Consultant to proceed with the <br />design of a tunnel, 12' 6" high x 25' wide, with two <br />9' lan s and 3' 6" sidewalks on either side, under St. <br />Joseph Street and through the retaining wall. They have <br />comple ed the design and have an estimate of $112,000 <br />for the tunnel construction. The design plans were sent <br />to Howell Construction Company, who has the contract for <br />Phase I -A, to give us a price on this Change Order. Their <br />price Js $130,517.18, with a credit of $6,513.80, or a net <br />amount of $124,003.38. <br />President Helmen said they had operated under the assump- <br />tion before that the cost of the 28' x 12' tunnel would <br />be something in the neighborhood of $60,000; now it is <br />almost double - -new cost is almost unacceptable. <br />Mr. Wiggins moved in line with the discussion that the <br />Executive Director be directed to request the design con- <br />sultants to give us a cost estimate for a 12' wide by <br />8` high, box -type tunnel, and that we hold any action <br />on the change order until we have the new figures. Mo- <br />tion s conded by Rev. Williams and unanimously carried. <br />c Proclaimer No. 4: Commission authorization is <br />requested to submit Proclaimer No. 4 to the HUD area office, <br />permitting the advertising and sale of Disposition Parcel <br />No. 7-', in accordance with HUD regulations, at a minimum <br />accept ble public auction price of $2.66 per square foot, <br />fora total parcel cost of $420,754.01. The parcel may <br />be sol subject to certified survey. The sale agreements <br />will i dicate 158,178.2 square feet approximated by the <br />reuse zppraisers. The square foot unit price recommended <br />to the Redevelopment Commission is the average of two (2) <br />reuse aluations at $2.66 per square foot. The bid open- <br />ing date would be in approximately 35 days. <br />Mr. Ta for advised there is substantial recent interest <br />in the purchase and development of a hotel -motel complex <br />on thi parcel designated for this use. <br />The ma ter resolution authorizing the preparation, execu- <br />tion, se and submission of Proclaimer Certificates is: <br />No. 301. <br />Rev.
