Their present <br />buildi q will be in line for demolition. <br />Mr. Wi gins moved the letter be accepted and placed on <br />file. Motion was seconded by Rev. Williams and unani- <br />mously carried. <br />5. OLD BUSINESS <br />None. <br />6. NEW BUSINESS <br />a Mall Report: In the last Commission meeting, <br />a repo t was requested on the Mall plans. <br />Mr. Ta for read a report stating he had met with the City <br />Admini tration, City Council and the Park Board to review <br />the Ma 1 design. <br />The method of financing the Mall maintenance has not been <br />determined. The final decision should be made by City <br />Administration as to whether this should be on the tax <br />rate or whether it should be assessed to the benefited <br />property. <br />The Ta tan surface recommended by the consultant for the <br />Mal s been tested and is totally unacceptable in its <br />presen form. <br />The second major item to be resolved is the extensive <br />use of the water in the Mall. The problems that the <br />County has suffered it: maintaining their reflecting <br />pool should be thoroughly analyzed before a decision <br />is made. <br />President Helmen said the report was very good. <br />Mr. Wiggins suggested the staff investigate the possi- <br />bility of pumping water from the river for this source <br />and use it for a flowing basis. We wouldn't have to <br />pay for it, nor have a sewer. For the surface covering, <br />he said Tartan is very slick and recommended some sort <br />of mat rial that has texture to it, as texture would <br />lend t6 the aesthetic value. <br />Mr. Ta for requested Commission authorization to write <br />a Lett r to our consultant, Environmental Planning and <br />Design to proceed with the final design. <br />Said m�tion was made by Mr. Wiggins, seconded by Rev. <br />Willia s, and unanimously carried. <br />- 4 - <br />CONSULTANT AUTHORIZED <br />TO PROCEED WITH FINAL <br />MALL DESIGN, R -66 <br />
