NEW BUSINESS a Mall Report: In the last Commission meeting, a repo t was requested on the Mall plans. Mr. Ta for read a report stating he had met with the City Admini tration, City Council and the Park Board to review the Ma 1 design. The method of financing the Mall maintenance has not been determined. The final decision should be made by City Administration as to whether this should be on the tax rate or whether it should be assessed to the benefited property. The Ta tan surface recommended by the consultant for the Mal s been tested and is totally unacceptable in its presen form. The second major item to be resolved is the extensive use of the water in the Mall. The problems that the County has suffered it: maintaining their reflecting pool should be thoroughly analyzed before a decision is made. President Helmen said the report was very good. Mr. Wiggins suggested the staff investigate the possi- bility of pumping water from the river for this source and use it for a flowing basis. We wouldn't have to pay for it, nor have a sewer. For the surface covering, he said Tartan is very slick and recommended some sort of mat rial that has texture to it, as texture would lend t6 the aesthetic value. Mr. Ta for requested Commission authorization to write a Lett r to our consultant, Environmental Planning and Design to proceed with the final design.
