6. NEW BUSINESS (Cont_'d <br />1. Tunnel Under St. Zoseph Street for Cultural <br />Cent r: _Toommissioq authority was requested to have-our- <br />engineering consultants, Clyde.E. Williams_ &. Assocites, <br />desi n the tunnel under St. Joseph Street for access to <br />the ultural Center, R -66. <br />Commission President requested.Mr..Ll.oyd S Taylor, City <br />Engineer, to discuss his recommendation for the tunnel._ <br />Mr aylor advised he met with the.staff of the Depart- <br />ment of Redevelopment yesterday on this and'h:is feeling <br />is that the tunnel.connecti.ng the 'Cultural Center property <br />east of St. Joseph Street and the proposed future parking <br />structure on the wdst side of St. Joseph Street have a <br />minimum clearance of eight (8) feet and provide for -one- <br />way vehicular traffic only, plus ample allowance for <br />pedestrian traffic. <br />Initially discussed was a full-blown-tunnel 14'-l/ 2 ft.. of <br />clea height and concrete construction', and.,th'6 bottom of <br />the unnel would have been 14 ft. to 16 ft. below grade. - <br />14 ft. of clearance inside of the parking structure would <br />be n eded. A parking structure - cannot. be practically <br />desi ned for equipment needing 14,ft. clearance'to utilize <br />the unnel. Consequently, it would be uneconomical to, <br />furn sh greater clearance i.n the - tunnel. .Fi,re and emergency <br />acce s must be through the Cultural Center. On temporary <br />basi , he suggested a 4:1. slope on St. Joseph Street, on. <br />the xisting grade.to go out approximately -60 feet beyond <br />the est line of St. Joseph Street. Th'e- tunnel should slope <br />up from the east side to the west at a maximum gradient of <br />3 %. This will nearly match_ the existing trade elevation on. <br />the west side. <br />Mr. Taylor said his. back -fill thoughts. are. the :same -as the <br />Comm ssion has been discussing,, .,remove the rubble from under <br />St. Joseph Street. On St. Joseph.Street; you must. use. good _ <br />material to support it. <br />Mr. Taylor also recommended.that. the north -south service <br />road from Washington. to,_Colfax 'n'ot-be .included in Phase II -B; <br />construction, and the present. parking, area at ` -the Lower- ele- <br />vation be maintained by- using the existing service drive <br />from Washington Street and the pedestrian service through <br />the xisting Columbus Court from Michigan.Street. That we <br />not install a service drive until we need it.for the.block. <br />On m )tion by Mr. Wiggins, seconded .by Mr. Wade., Clyde E. <br />Williams & Associates, our engineering consultants, is <br />auth rized to design the tunnel under St. Joseph Street for <br />access to the Cultural Center, R -66.
