7. PROGRESS REPORTS <br />a. NAHRO Conference': 'Mr. L. Glenn Barbe attended <br />the N HRO Biennial Conference in Kansas City; Missouri, <br />October 2 through 6, 1971, the theme being "Cities in <br />Shock'. Approximately 1800 delegates were in attendance. <br />ONe day was devoted to conferences oriented entirely to <br />the urban renewal and housing commissioner and his role <br />in shaping cities and s.haping local and national policy <br />concerning urban blight. A detailed analysis was given <br />of thE present pending community development legislation <br />now d bated in Congress. Secretary Romney defended Presi- <br />dent Nixon's economic policy and policy toward renewal <br />and community development. <br />b. Business Relocation, R -66: Mr. Paul E. Becher, <br />Commercial Relocation Director, advised of claims total - ! <br />ing $14,789.08: three for moving expenses totalling <br />$5,083.18, three for dieett loss of property totalling <br />$2,205.90, and three for small business displacement <br />payment totalling $7,500.00. <br />There <br />have <br />conce <br />Bauer, <br />and or <br />moved <br />locate <br />cond c <br />are currently 17 businesses who have moved, but <br />Dt yet filed a final claim. Approximately 10 more <br />ns are expected to relocate in -the next six weeks. <br />Downtown Rehabilitation Report, R -66: Mr. DOWNTOWN REHABILITATION, <br />Downtown Rehabilitation Supervisor, gave a written R -66 <br />al report "Wand advised that the News and Book Center <br />into their finished quarters, Monday, October 11th, <br />I at 113 West Washington Street, which is the se <br />)mpleted downtown structure. <br />NAHRO CONFERENCE <br />REPORT <br />BUSINESS RELOCATION, <br />R -66 <br />Work c ntinues on building progress at three additional <br />site 1 cations on the proposed downtown mall. The <br />appare t change in building facade refacings does not <br />reflect the numerous interior improvements behind the <br />scenes. <br />Mr. Ba er submitted for Commission approval a "certificate <br />of com liance" form, which would express the city's grati- <br />tude t merchants and owners alike who have actively parr <br />ticipa ed in the renewal program to date and have performed <br />their bligations to make the program successful.. The <br />intent would be to have the form printed on parchment <br />paper n a script lettering suitable for possible framing- <br />The Commission concurred and Mr. Bauer is to have the <br />forms printed. <br />Documentation is also being directed to capturing the <br />changi g scene along the downtown mall route for purposes <br />of recording the "before" and "after" progress. The <br />active file reports now total 44 buildings in the immedi- <br />ate downtown urban renewal project area. <br />
