4. Facilitate meetings <br />Cardno will initiate and attend meetings with the LARE staff and City of South Bend at 30% and 60% <br />completion of drawings and facilitate a utility coordination meeting if any utilities are required to be moved <br />in the project plans. In addition, Cardno will facilitate two public meetings. One at the 60% design stage to <br />obtain public input and address concerns by stakeholders and the second to present the final report. <br />Cardno will document meeting dates, attendance, public comments and take minutes to document the <br />public support of the projects. <br />5. Project progress reporting <br />Cardno will issue monthly electronic progress reports during the duration of the project. Copies of <br />progress reports a will be, at a minimum, submitted to the City of South Bend and LARE project manager, <br />6. Complete design drawings <br />Cardno will develop plan sheet drawings for each of the three project sites. The drawings will include a <br />title page, existing and proposed plan views, profiles or cross sections, and details as needed to <br />accurately depict the proposed work. Cardno will also include a materials table, custom planting plan, <br />temporary erosion plan, and permanent erosion control plan details. Cardno will submit the plans at 30% <br />completion, 60% completion, and 90% completion for City of South Bend and LARE staff review, prior to <br />completing the final stamped engineering plans. Submittals will include any supporting information <br />obtained during the design process including surveying and soil boring reports, permits, or pertinent <br />correspondence. <br />7.Determine construction cost estimates and timelines <br />Cardno will include in the final report a probable estimate of cost for each of the three project designs. <br />Cardno will also propose timelines for bidding and project implementation based on fish and wildlife <br />permit restrictions and seasonal weather patterns. <br />8.Confirm easements and land availability <br />Cardno, in consultation with the City of South Bend will determine any necessary property easements <br />including those for proposed project egress and ingress. Property access for construction and <br />inspections will be identified on the plans and written agreements with the affected landowners included in <br />the final report or provided to the City of South Bend for their records. <br />9. Complete a flood stage analysis if determined necessary <br />Cardno will complete a HEC RAS model for the projects if required by the IDNR. Initially we believe this <br />may be necessary only for the modification of the gravel bar in the stream; however, we will complete the <br />modeling as required by the agencies for all of the three projects as necessary. <br />10. Model functionality and/or impact of proposed project with respect to condition of the water body. <br />Cardno will update the Region 5 model from the feasibility study to estimate the amount of nutrients and <br />sediment removed by each of the proposed projects. <br />11.Conduct a wetland functional assessment or vegetation survey <br />This task was completed during the feasibility stage which found that there are no wetland impacts <br />associated with the project and no threatened or endangered species present at the project sites. Cardno <br />will include native plantings in the project design. <br />f i 1 <br />
