4. COMMUNICATIONS <br />a. Northeast Code Enforcement Project, E -3: Letter <br />dated May 17, 1971 from HUD, in Chicago, announced the <br />approval of a $567,000 Federal Grant for South Bend's <br />Northeast Code Enforcement Project. This Grant covers <br />the cost of the first year of operation of a three -year <br />project to be administered by this Department. The <br />Project seeks to upgrade the Northeast Side Neighborhood <br />by assisting owners and residents in the rehabilitation <br />of their properties, eliminating violations of the City's <br />Building Code. <br />The prof ct area is bounded by Napoleon Street on the <br />North, Niles Avenue on the West, Cedar and Sorin Street <br />on the S uth, and Eddy and Francis Street on the East. <br />The Site Office for this project will be located at: <br />515 N. Hill Street. <br />b. Downtown South Bend Council letter dated May 19, <br />1971. Mr. John R. Kagel, Executive Director, requested <br />permission to coordinate several items and continue in <br />their co peration with private development in their an- <br />nounceme is to the public, as they are vitally concerned <br />with the adequacy of publicity about the Downtown South <br />Bend Red velopment Program to get the message to the <br />public. <br />c. Downtown South Bend Council letter dated May 12, <br />1971: fir. Kagel requested the starting dates for alley <br />improvements and paving in the area around the City park- <br />ing ramps, in the Downtown area, as a Downtown Art Fair <br />has been scheduled at the Jefferson - St. Joseph Street <br />parking ramp courts Saturday and Sunday, June 26 and 27. <br />Mr. Ashe felter advised the engineering work has not <br />been started and the City is requesting the work be <br />done by the City on a "Force Account ", to be reimbursed <br />by the D pt, of Redevelopment. <br />d, City Engineer's letter dated May 13, 1971: Com- <br />mission consideration was requested for the construction <br />of 40 ft service roadways behind the two municipal <br />garages. The recommendation is that the work be per - <br />formed b the City on the "Force Account ", to be reim- <br />bursed b the Dept. of Redevelopment. <br />A ramp -t pe approach will be made at the alley inter- <br />sections for the handicapped people with wheelchairs. <br />Some $14 000 to $16,000 may be involved. <br />On motion by Mr. Helmen, seconded by Mr. Chenney, the <br />construction of the 40 ft. service roadways behind the <br />two municipal garages was authorized to be performed <br />by the City Engineer on the Force Account.
