<br />Mr. Gilot advised that this was the date set for the receiving and opening of sealed quotations for
<br />the above referenced project. The following quotations were opened and read:

<br />Upon a motion made by Ms. Dorau, seconded by Mr. Kain and carried, the above quotations
<br />were referred to Community Investment and Engineering for review and recommendation.
<br />OPENING OF PROPOSALS — PLUMBING SERVICES CONTRACT VARIOUS
<br />DEPARTMENTS)
<br />Mr. Gilot advised that this was the date set for the receiving and opening of sealed proposals for
<br />the above referenced project. Mr. Gilot stated the proposals will be reviewed and scored based
<br />on a matrix system, by a team made up of City representatives. He read the names of the
<br />following companies submitting proposals:

<br />Upon a motion made by Ms. Dorau, seconded by Mr. Kain and carried, the above proposals were
<br />referred to the Central Services review team for review and recommendation.
<br />AWARD BID AND APPROVE CONTRACT — EDISON FILTRATION PLANT ROOF
<br />REPLACEMENT — PROJECT NO 119-014 (WATER WORKS CAPITAL)
<br />Mr. Scott Kreeger, Engineering, advised the Board that on October 8, 2019, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Mr. Kreeger
<br />recommended that the Board award the contract to sole responsive and responsible bidder,
<br />Brown and Brown General Contractors, Inc., 124 S. Elkhart St., PO Box 487, Wakarusa, IN
<br />46573 in the amount of $465,700 for the Base Bid plus Alternate No. 1. Therefore, Ms. Dorau
<br />made a motion that the recommendation be accepted, and the bid be awarded as outlined above.
<br />Mr. Kain seconded the motion, which carried.
<br />AWARD BID AND APPROVE CONTRACT — MAIN STREET AND WAYNE STREET
<br />GARAGE IMPROVEMENTS — PROJECT NO 119 066 (RWDA TIF)
<br />Mr. Kyle Silveus, Engineering, advised the Board that on October 24, 2019, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Mr. Silveus
<br />recommended that the Board award the contract to the sole responsive and responsible bidder
<br />Majority Builders, Inc.,62900 US 31 South, South Bend, IN 46614 in the amount of $428,914
<br />for the Base Bid plus Alternates 1, 2, 5, 8, and 11. Therefore, Ms. Dorau made a motion that the
<br />recommendation be accepted and the bid be awarded as outlined above. Mr. Kain seconded the
<br />motion, which carried.
<br />AWARD BID AND APPROVE PURCHASE AGREEMENT — SALE OF CITY PROPERTY —
<br />407 COTTAGE GROVE
<br />Mr. Andrew Netter, Community Investment, advised the Board that on October 8, 2019, bids
<br />were received and opened for the above referenced property. After reviewing those bids, Mr.
<br />Netter recommended that the Board award the contract to the sole responsive and responsible
<br />
