4. COMMUNICATIONS (Cont`d <br />The bid opening date for the purchase of the remaining <br />parce s in the LaSalle Park Project is at 2 :00 P.M., <br />E.S.T , on April 20, 1971. <br />The c nsensus of the Commission was to delay this <br />matter until the next Commission meeting to further <br />explore our limitations governing State and Federal <br />Statutes. <br />C. Letter dated March 31, 1971 from Clyde E. <br />Willi ms & Associates, Inc.: The final construe <br />tion plans and contract documents were submitted with <br />this letter of Phase I of the Urban Renewal Project, <br />R -66. <br />5. OLID BUSINESS <br />a. Trip to Flint, Michigan: Three Commission <br />member Messrs. Helmen, Ch enney and Wiggins, and <br />two staff members, Messrs. Ashenfelter and Barbe, <br />made a trip to Michigan on March 29, 1971 to see <br />and evaluate various malls. The slides taken during <br />the tr'p were shown to the Commission, along with a <br />report to each Commissioner. Highlights were: <br />JA KSON, MICHIGAN has a five -year old, three <br />bl ck mall - -the center block being fully en- <br />cl )sed without vehicular traffic. The single <br />bl cks on either end are also improved but <br />pe mit diagonal parking on either side with <br />on lane of traffic. <br />FLINT, MICHIGAN has canopies of concrete 6'0" <br />to 12'0" in widths resting upon tubular steel <br />inverted U- frames at either end. The frame <br />co umns were approximately 4" square at build- <br />ing line and curb line. The facia was composed <br />of bronze vertical scored:metal: siding. Objec- <br />ti ns were voiced of the steel frames being too <br />li ht in appearance, with preference for the <br />ce ter - placed columns of the EPD design. <br />KALAMAZOO, MICHIGAN has a mall of some two to <br />three blocks from about eleven years ago at an <br />original cost of $80,000. They are adding one <br />block to the original, as well as renewing a <br />wh le block, at a cost estimate of $300,000. <br />Treatment was rather simple, with concentration <br />of shrubs and trees, isolated trees, lighted <br />pool and bridge, a play area, grass between.curbs.. <br />Some sidewalks had cement strips with square brick:.. <br />fla stones. <br />-4- <br />CLYDE E.
