4. COMMUNICATIONS (Cont'd <br />along with Messrs. Geoffrey Rausch & Phillip,Simonds, <br />Environ ental Planning and Design, Pittsburgh, Pa. <br />Mr. HeIrren suggested our-,Commissioner, Legal Counsels, <br />and two staff members attending, make a list of matters <br />to which they and the Commissioners want answers. Mr. <br />Helmen also suggested the men take a lot of pictures: <br />Emphasis should be given the rehabilitation of existing <br />buildin s handled by the Pittsburgh Urban Renewal De-'' <br />partmen . <br />He also requested the men check on the maintenance, <br />lighting, snow removal and servicing of the Mall, as <br />well as how the money is collected from the businessmen <br />to maintain the properties. Check if the direct benefit <br />law is in existence in Pittsburgh. Determine whether <br />the Urban Renewal Commission assessed the merchants in <br />Pittsburgh for improvements, such as cano_pies,,for the <br />Mall, o anything else. The Commission was in unanimous <br />agreement. <br />b. Letter dated February 26, 1971 from,Clyde E. <br />Williams & Associates, Inc.: This relates to the possi- <br />ble use of the basement in the Granada Theatre Building <br />as auto parking garages. They _state this would:be the <br />responsibility of the proponent to initiate necessary <br />engineering-architect studies to-determine the feasibili- <br />ty of the proposal. <br />President Wilhelm asked'if this would preclude the con- <br />struction of another parking ramp. Mr. Ashenfelter stated <br />it would not, as only 50 cars could be handled. Verbal <br />opinions indicated a deterioration in existing footings, <br />a much more costly design, with difficulty of entrance and <br />exit. <br />c. Letter dated March 3, 1971 from Clyde E. Williams <br />& Associates, Inc. This is in relation to having Mr. <br />Joseph Mathews serve as an ex- offico member of the Urban <br />Design Review Board, representing the Williams- Simonds <br />joint venture. Per Engineering Agreement dated May 15, <br />1970 witi the Commission, the fee will be $12.00 to $15.00 <br />per hour. There are eight members on the _Urban Design <br />Review Board, and basically only the architects receive <br />compensation. The Commission said they will have to call <br />on this Poard frequently. <br />The consensus to have Mr. Mathews serve in this capacity <br />was unanimous by the Commission. <br />d. Letter dated March 49 1971 from Republican <br />Count C mmittee: They are requesting rental of pro- <br />perty we own at 112 W. Washington Street, known as.Parcel <br />No. 9 -4, in R -66 Project.
