7. POOGRESS REPORTS (Cont'd <br />-. Mrs, Illen suggested the staff g.et Aogether with <br />the Housing Authority,_as,,we.may find ourselves <br />with ro homes. Mr. Bellingerstated the Urban <br />Renew 1 Act states there must be, "one for. one" <br />housi g replacement, an.d this gives.the.area <br />residents added assurance that.there will ;be <br />no displacement without adequate housing. The <br />replacement housing grants -- maximum $5,000- - <br />makes relocation considerably less difficult. <br />This akes care of the difference from our ac- <br />quisi ion price and the actual cost to the owner <br />to se ure standard housing; .;howe=ver, this is <br />only or owner - occupants and not to renters. <br />The r . nt adjustment payments have been increased. <br />This overs displacement under any Federally- <br />assisted program. Mr. Bellinger stated that dis- <br />placement, under any program is difficult, and he <br />gives his assurance he and the staff are vitally <br />concerned about the well being of those to be <br />displaced. The most difficult aspect of renewal <br />is re ocation and that relocation is the pivotal <br />point of success. The relocation staff has...done <br />an excellent job in the 'past and this good record <br />will continue. <br />e Public Affairs Program for Information: <br />Mrs. urtis apprised this program was presented <br />last Tuesday evening, December 16, 1969, at 7:30 <br />P.M., on WNDU -TV. She stated the TV presentation <br />by the Redevelopment Commission was exemplary. <br />We feel it is of great value to the people and <br />empha by with Commission and public reported with <br />quest ons answered. We hope you have more of <br />these This has been a good example and was very <br />well one. The South Bend Housing Authority is <br />askin WNDU -TV for a time schedule allocated in <br />the near future for a similar program. The three <br />moder tors were: Mayor Lloyd M. Allen; Donald A. <br />Wiggi s, President of Redevelopment Commission; <br />and H ward Bellinger, Executive Director, Depart- <br />ment cf Redevelopment. President Wiggins apprised <br />the C mmission and staff are aware that getting in <br />the current state of development in the Downtown <br />Project, we need to seek and encourage public under- <br />stand ng of what we are doing and what we propose <br />to do The future and success of the community is <br />the business of Community attitudes and understand- <br />ing, and awareness.
