MENT PROGRAM <br />which is more properly referred.to;as: the "Nea:r <br />Southeast Section ", as, the area involved As Targer <br />than hio- Keasey Street area. Last Tuesday, Decem- <br />ber If, 1969, a meeting was held,wi;th:;the area:resi <br />dents and hopefully a Project—Area Commi:ttee..ean be <br />structured by the early part of next year. The <br />membership consists of alarge segment of people <br />in various occupations in the.area. :,Harland.Bar- <br />tholoff ew and Associates .will, assist, our -staff: in <br />preparing the program. This work .-has been held : n <br />abeyance at the request of the Federal Government <br />because of added and new rev:ised,guidelines for <br />the NIP approach; however;, at :this .point, we feel ,- <br />we car begin the program;.- The ltentati.ve plan :of <br />appro ch is to evaluate the more deteriorated areas <br />under the conventional renewal approach. A meeting <br />is scheduled for January 6; 1970';: and, hopefully, <br />the Project Area Committee. wi 11: be established <br />shortl thereafter. <br />Mrs. Guy P. Curtis asked if the;SQ.utheast Section <br />comes under the same program.as :: the Northeast or <br />the over-all renewal program, or what: is the pre- <br />sent prospectus on that? Mr._ Belliniger apprised. <br />the first stage will - be problem identification and;: <br />analysis. Extensive areas of substandard condi- <br />tions iill require more extensive treatment along <br />the 1i_es. of. renewal and will take more time to <br />get in '.o action phase. We will.not have to wait <br />for tW general urban renewal phase.i:n. areas only <br />needing code enforcement. Mrs.. Curtis al.s.o -asked . <br />what the extent of the loan ,is whi.ch;;people, may.; <br />get in Code Enforcement? Mr. Bellinger,st.ated <br />the sae basic loan is ava- ilable- to property ;owners: <br />as and r the conventional renewal program. :The: <br />loan m ximum is $13,350, and property owners.with <br />low i n ome are eligible for grants provided: they <br />meet c rtain eligibility .requirements. . The . g rant <br />. ; <br />maxim is $3,000, and the early part of-next year <br />it will be raised to $3,500.. <br />Mr. Bellinger apprised Large scale, clearance ,i s <br />not being forecast for the Southeast area ;;however.;, <br />in any older section of South Bend -- whether NDP or <br />conventional renewal - -there will be clearance areas. <br />If the Federal Government shouldscrap the NDP <br />program, then another approach,;._wi ll:.be us.e&- perhaps <br />conventional. <br />i 6. <br />
