Mr. Bellinger stated the <br />staff has moved as quickly as.possible with the <br />anticipation of the Loan and Grant Contract being <br />approved, and said: "We were confident this <br />Program would be approved." The appraisal work <br />is ill completed and we should begin receiving <br />con urrence in acquisition prices by next week. <br />At the last Special Commission Meeting of November <br />14, a negotiator was selected for the Downtown <br />Project, Mr. Hubert M. Weaver & Associates:. The <br />first stage is to have money available to purchase <br />properties. <br />Mr. Helmen asked if we can take some options be- <br />forE the first of the year? Mr. Bellinger stated <br />that goal has been set and he believes the staff <br />can take options before the close of the year. <br />President Wiggins requested a motion for approval <br />of Resolution No. 278, authorizing the execution <br />for the Loan and Capital Grant Contract. On <br />motion by Mr. Wilhelm, seconded by Rev. Williams, <br />Resolution No. 278 was unanimously approved. <br />Mrs. Janet S. Allen, Common Council Member, <br />raised the question pertaining to streets as <br />pla s are being made, what consideration is <br />given to the No. 2 Fire Station, located on 110 <br />Easl Marion? Mr. Bellinger apprised considera- <br />tior has been given to the Fire Station, and the <br />plar in the one -way street system should make <br />thal fire station more effective than it is now. <br />c. Resolution No. 280: This Resolution <br />authorizes the issuance of Project Loan Notes, for <br />the Central Downtown Urban Renewal Project, R -66. <br />This is the mechanics established by above Resolu- <br />tior No. 278, approved by Commission. On motion <br />by ft. Chenney, seconded by Mr. Helmen, Resolution <br />No. 280 was unanimously approved. <br />d. Resolution No. 281: This is a master reso- <br />lution authorizing the sale, issuance and delivery <br />of iroject notes and the execution of requisition <br />agn ements, in the Central Downtown Urban Renewal <br />Pro ect, R -66.
