<br />stated great progress has been made in the form of PAYMENTS
<br />new grant payments that have been authorized by HUD
<br />for owners of property displaced, called "additional
<br />relocation payment ". President Wiggins asked if this
<br />was r troactive and Rev. Kirk stated it was until
<br />August 1, 1968, for individuals moving out of our area
<br />into standard homes and will be supplemented by this
<br />to help eliminate their mortgage_ or whatever indebted
<br />ness they incur when they move =- to :a miximum of .$5.,000._.
<br />In order to make these -grant payments, it is necessary
<br />to amend the loan and grant .contract, which will be
<br />ready for submission to the Commission for approval
<br />at the next Commission meeting.
<br />President Wiggins asked if these payments are made with
<br />Federal funds and not City funds ?. Mr. Barbe said it is
<br />with Federal Funds.
<br />Mr. H mmerschmidt asked whether this was.a grant, or a
<br />loan, and Mr. Barbe stated it was a grant.
<br />President Wiggins said in this program we would be able
<br />to move a family from the one area where the problem is,
<br />into another area in standard housing, so that the
<br />family will not need "out of pocket money ", within limit-
<br />ations of the program.
