4. COMMUNICATIONS <br />a <br />Neighborhood Development Program Proposals: <br />- NEIGHBORHOOD DEVELOP - <br />To date, <br />proposals have been received from City <br />MENT PROGRAM <br />Planning <br />Associates, Inc. and Harland Bartholomew <br />and Associates, <br />and we should receive a third pro- <br />posal <br />shortly from Barton - Aschman Associates, Inc. <br />It wa <br />suggested and agreed by the Commission to <br />await <br />the receipt of the third proposal, and then <br />set u <br />a meeting with the consultants. Mr. Helmen <br />asked <br />where the money is coming from? Mr. Bellinger <br />state <br />the cost would.have to come from the City <br />budge <br />,since Federal -money is not available, and <br />the c <br />st would be approximately $8,000 to $10,000. <br />President <br />Wiggins asked if the money is refundable. <br />Mr. Bellinger <br />stated under this application it was <br />not. <br />Federal participatioon and assistance is not- <br />available <br />until the Program is approved. This <br />takes <br />place of the survey and planning application, <br />which <br />is the first step in conventional urban re- <br />newal <br />approach, and paid by the City. <br />b. <br />HUD letter dated April 3, 1969: This letter - <br />AMENDATORY APPLICATION, <br />provides <br />concurrence in acquisition of the remaining <br />-LASALLE PARK URBAN <br />parcels <br />in the LaSalle Park Urban Renewal Project, <br />RENEWAL PROJECT, R -57 <br />R -57. <br />The Government, prior to this approval, wanted <br />to haw <br />available a substantial number of units in <br />the La <br />alle Park Homes rent supplement project and <br />the Pu <br />lic Housing units in the Chapin Street Project. <br />The G <br />ater South Bend Housing Corporation has 75 <br />units <br />nder construction aow. Approval has been cleared <br />by HUD <br />and the staff can now take steps to acquire the <br />remaining <br />property in .LaSalle Park. <br />5. NE14 <br />BUSINESS <br />a. <br />Resolution No. 260: This Resolution would <br />RESOLUTION NO. 2609 <br />authorize <br />the President to execute the Loan and'Grant <br />LASALLE PARK URBAN <br />Contract <br />for the Third Amendatory Contract. • The <br />RENEWAL PROJECT, <br />Amendatory <br />Application requesting additional grant <br />R -57 <br />money. <br />or rehabilitation work was approved. The maxi- <br />mum until <br />last summer was $1,500, now it is $3,000. <br />The loan <br />and grant contracts have now been received <br />for execution. <br />On motion by Mr. Wilhelm, seconded <br />by Mr. <br />Helmen, Resolution No. 260 was adopted. <br />b. <br />of fiv <br />Urban. <br />follow <br />0 tion Agreements: Approwal and acceptance FIVE (5) OPTION <br />Option Agreements, in the LaSalle Park AGREEMENTS, LASALLE <br />,enewal Project, R -57, was requested for the PARK URBAN RENEWAL <br />ng parcels on the Amendatory Acquisition list: PROJECT, R -57 <br />21 -37A, 21 -38, 41 -7, 41 -12 and 46 -19. <br />-4- <br />
