<br />flow of tra fic is disregarding the cul -de -sacs and that
<br />city vehicles, telephone trucks, etc., are driving over the
<br />cul -de -sacs and continuing out to Western Avenue. The
<br />recommendation was that the only was to eliminate this problem
<br />is the installation of temporary posts to el- iminate this problem
<br />and make it virtually impossible for this type of travel to
<br />continue. The Department received a bid from Schuell Fence
<br />and Supply Company in which they stated they would supply 2 "`
<br />steel posts cemented in place, 8 ft. on center, connected with
