The purchaser of a lot has experienced soil conditions <br />which are prohibiting him from building. The builder has <br />excavat d more than six feet of substandard soil, without <br />reaching suitable soils for building purposes. The staff <br />requestE permission from the Commission to conduct soil <br />tests tc demonstrate whether or not the lot in question is <br />suitablE for building purposes. The staff stated that they <br />would have for the Commission's consideration a recommenda- <br />tion on soil testing for lots consisting of questionable <br />soil co ditions. The Commission approved the necessary <br />soil testing involving the one lot in question, on motion <br />by Mr. Bompar and seconded by Mr. Helmen. The staff was <br />advised by the Commission that this approval does not ap- <br />ply to additional lots, but additional soil testing will <br />be considered upon further evidence to be submitted for <br />commission's study and evaluation. <br />k. <br />HOUSING AUTHORITY'S TURN -KEY PROPOSALS Mr. <br />TURN -KEY DIS- <br />Hammerschmidt <br />apprised the Commission that the Housing <br />CUSSION, CHAPIN <br />Authority <br />has entered into an agreement for the construe- <br />STREET PROJECT, <br />tion of <br />elderly housing in the Chapin Street Project, <br />R -29 <br />R -29, by <br />the turn -key method. Under this method of con- <br />struction, <br />the property owner conveys land to a builder, <br />who, in <br />turn, builds the structure and resells the develop- <br />ment back <br />to the property owner - -in this case the local <br />Housing <br />Authority. For the Housing Authority to proceed, <br />the Redevelopment <br />Commission must approve a waiver permit- <br />ting the <br />Housing Authority to convey the land to the builder. <br />The controls <br />and standards, incorporated in the Chapin Street. <br />Urban Renewal <br />Plan, remain in effect. Approval for the Hous- <br />ing Authority <br />to convey land to the selected turn -key developer <br />was approved, <br />on motion made by Mr. Kompar and seconded by Mr. <br />Helmen. <br />1. <br />RESOLUTION NO. 231: The staff received approval of <br />PRELIMINARY LOAN <br />Resolution <br />No. 231, authorizing the acceptance of a bid for <br />AUTHORIZATION, <br />the purchase <br />of $376,000.00, for preliminary loan notes of the <br />INDUSTRIAL EXPAN- <br />City of <br />South Bend, on motion by Mr. Kompar and seconded by <br />SION PROJECT, R -51 <br />Mr. Helmen. <br />m. <br />SITE OFFICE ROOF REPAIR: The staff received ap- <br />LASALLE PARK PRO - <br />proval f <br />or making necessary repairs to the roof of the site <br />JECT, R -57 <br />office, <br />at the least possible cost, on motion by Mr. Kompar <br />and seconded <br />by Mr. Helmen. <br />n. <br />PEDESTRIAN OVERPASS: Mrs. Curtis requested that <br />CHAPIN STREET <br />a letter <br />be sent to the Housing Authority before their next <br />URBAN RENEWAL <br />meeting, <br />indicating whose responsibility it will be for <br />PROJECT, R -29 <br />maintaining <br />the pedestrian overpass located in the Chapin <br />Street Urban <br />Renewal Project.
