The Redevelop- <br />ment Department files are always available to any prospective <br />purchaser to examine demolition specifications and conditions of <br />ground to be sold. It is standard urban renewal procedure to <br />either fill up with non - combustible material or to leave basements <br />empty. <br />5. OLD <br />The executed Loan and Capital Grant Contract for LaSalle Park, R -57, <br />has recentl been ieceived,,and the Commission unanimously approved <br />the issuance of project temporary loan notes, which provide for the <br />security an payment of said loan notes for short term loans to be <br />advertised by the federal government, by passing Resolution 132, <br />upon the mo ion by Mr. Helmen, seconded by Mr. Koczan. Resolution <br />132 is atta hed and hereby made a part of these minutes. <br />6. NEW BUS NESS <br />a. The Commission approved the investment of $70,000 from INVESTMENT OF <br />Project Expenditures Account Fund R -29, Chapin Street Project, for FUNDS, R -29 <br />60 days in U. S. Treasury Bills, upon the motion by Mr. Louis, <br />seconded by Mr. Kompar. <br />RESOLUTION 132 <br />BASIC TEMPORARY <br />LOAN NOTES, R -57 <br />b. The Commission approved the motion by Mr. Helmen, second- <br />ed by Mr. uis, that two staff members, Mr. Scott and Mr. Chong, <br />along with any Commissioners, attend the North Central National <br />Association of Housing and Redevelopment Officials ( NAHRO) Annual <br />Meeting in Madison, Wisconsin, May 22- 24,-1966, with expenses <br />authorized rom project funds. <br />c. The staff must complete reuse appraisals for the LaSalle - <br />Park Project, R -57, and Industrial Expansion Project, R -56.- A <br />proposal has been received from Urban Research Associates of <br />Washington, D. C. (Dr. Edwin M. Rams), to do two reuse appraisals, <br />one for LaSalle Park for $3,300, and one for Industrial Expansion <br />for $1,400, totaling $4,700. The acquisition appraisals were <br />done by local appraisers, but reuse appraisals get involved in a <br />great deal of specialized research and technical narrative. In <br />view of this, the staff recommended award of reuse contracts for - <br />'both projects to Dr. Rams-for the total of $4,700, with 30 days <br />required to complete work after assignment for each appraisal. <br />The Commiss on approved the award of the two contracts to Urban <br />Research As ociates, upon the motion by Mr. Kompar, and second of <br />Mr. Koczan. <br />7. PROGRESS REPORTS <br />a. The staff met with an organization of contractors at the <br />Small Business Development Center recently since the Redevelopment <br />Department is compiling a list of interested contractors for <br />information only for residents' use in LaSalle Park. The <br />Redevelopment Department does not endorse anyone on this list and <br />the notification to residents will clearly state steps they should <br />take to eli inate any possibility of mechanics' liens.
