/ <br />advised th <br />staff that for the second time only one contractor has <br />BID OPENING <br />picked up tid <br />documents for the overpass, and one contractor for <br />JULY 21, <br />the street <br />improvements. After discussion of the possible <br />1967, R -29 <br />alternatives <br />to this problem, the Commission unanimously decided <br />to follow <br />hrough with bid opening date of July 21, 1967. The <br />other alte <br />native would be to extend the bid opening date. <br />d. Di <br />nostic Surve Progress Report, LaSalle Park, R -57. <br />DIAGNOSTIC <br />Mr. Sam Winston <br />of United Community services gave a thorough initial <br />SURVEY PROGRESS <br />progress report <br />of the work being done on the Diagnostic Survey in <br />REPORT, LASALLE <br />the LaSallE <br />Park Project, R -57. Recruiting and selection of the <br />PARK, R -57 <br />staff was fully,coordinated <br />through, and participated in by the <br />LaSalle Park <br />District Council. The carefully selected staff, <br />consisting <br />of nurse - Mrs Vivian Schell, Social Worker - Miss Mary <br />Jo Black, and <br />Interviewers - Elijah Anderson, Mrs. Annie Dorris, <br />and Miss Judith <br />Morgan, began work on June 21, 1967. A:formal <br />orientation <br />was held with the staff and UCS Neighborhood Services <br />Coordinator <br />Sam Winston on June 26th, and then on the 29th and 30th <br />of June the <br />staff spent full time in the project area. The staff <br />projected that <br />at least 75 interviews could be handled per week, <br />and to date <br />83 have been completed. The problems uncovered mostly <br />relate to health, <br />such as dental needs, immunizations, etc. The <br />information <br />is cataloged and after careful study the nurse or <br />social worker <br />will then refer the family to the proper agency. <br />Also, along <br />with the direct work of the Diagnostic Survey, Mr. Winston <br />is recording <br />informative data to submit to various appropriate city <br />and county <br />agencies. Mr. Winston pointed out that the residents <br />have been very <br />cooperative, but it may be a little soon to say there <br />would be no <br />refusals. Problems of refusal might arise around the <br />Meade Street <br />locality. General feelings toward urban renewal is <br />much better. <br />Mr. Winston stated that valuable guide lines are. <br />being devel <br />ped for other urban renewal projects having diagnostic <br />surveys. Tie <br />question was asked as to why it took so long to <br />get this di <br />gnostic survey work started, and Mr. Barbe said the <br />reasons bei <br />g (1) to 'coincide the survey along with the demolition <br />work, and ( <br />) the inadvertent wording in the description of the <br />original co <br />tract submission to Chicago in which the term "social <br />service" was <br />used, and social service is not a permitted use of <br />project fun <br />is by the federal government.
