<br />Two letters from Chicago DHUD office, dated Sept. 27, 1967 relative
<br />to sita improvement work in LaSalle Park Project, R -57. One letter
<br />approv s entering into,contract with Woodruff & Sons (Contract A),
<br />Mclnty a -Jones Constr- Co. (Contract C), and-E. R. Knapp & Sons
<br />(Contr ct D), upon submission of budget revision. The other.. letter
<br />reques s more information before awarding Contract B to Reith -Riley
<br />Construction Co.,, because of the fact they were not low bidder.
<br />5. NEW BUSINESS
<br />a. The Commission approved Resolution 199, authorizing the filing
<br />of an Amendatory Loan and Grant Application for the Chapin Street Pro-
<br />ject, R -29 in the amount of $1,753,733, upon motion by Rev. Kirk,
<br />seconded by Mr. Chenney. The two major reasons for the necessity to
<br />amend the Ipplication are (1) the interest cost has exceeded the
<br />amount est mated for,budget purposes, and (2) the Commission plans,:
<br />to claim credit for the new Municipal Facilities Building which meets
<br />federal re uirement of being within 1/4 mile of an urban renewal;pro�.
<br />ject, in this case the Chapin Street Project, R -29. The credits from
<br />this action will exceed $400,000, and can be used in the funding.of
<br />the City's share of cost for urban renewal projects.
<br />b. Th ee option agreements were approved for execution for
<br />parcels 10 19, 31 -5, and 43 -17-in the LaSalle Park Project, R -57,
<br />upon motio by Mr. Chenney, seconded by Rev. Kirk.
<br />c. Because of a directive from the Chicago DHUD office, the
<br />staff recommended, and received Commission approval for the selec-
<br />tion of the second and third acquisition appraisers for the
<br />Industrial Expansion Project, R-56, as a necessary step in pro-
<br />ceeding with the preparation of the Part II,, Loan and Grant Appli-
<br />cation. Tie federal office has made this directive because any
<br />project extending beyond 36 months before execution is subject to
<br />cancellati n. Upon reviewing four acquisition appraisal proposals
<br />for the pr ject area, the Commission approved the selection of
<br />Gillis Realty, SRA, and Hubert M. Weaver, SRA, upon a motion by
<br />Rev. Kirk, seconded by Mr. Chenney. The two contracts are not to
<br />exceed $3,530 each, and are broken down at $50.00 for each residen-
<br />tial parcel, $30,00 for each unimproved parcel, and $80.00 for each
<br />commercial parcel. There are a total of 65 parcels in the project
<br />area. It is a Redevelopment policy that appraisers are to have the
<br />SRA and /or MAI designation, as a measure of professional competence.
