Urban Redevelopment Fund <br />IV. RtSOLUTION #87 <br />3,448.71 <br />$6,738.74 <br />On mot on by Mr. Koczan, seconded by Mr. Wiggins, the Commission unanimously <br />approved Resolution #87 authorizing the sale, issuance, and delivery of pre- <br />liminary loan notes in the aggregate principal amount of $990,000.00, the <br />execut on of Requisition Agreement No. 4, and the execution and delivery of <br />Project Temporary Loan Note No. 5, in connection with Project No. Indiana <br />R -7. esolution covering this authorization is hereby attached and made <br />a part of these minutes. <br />V. RESOLUTION RE MR. SUCHER <br />The Commission moved and adopted the following resolution concerning the <br />reduct on of Mr. Sucher's salary by the Common Council, as follows: <br />BE IT RESOLVED that the Commissioners of the South Bend Redevelopment <br />Commission are unanimously and unalterably opposed to the manner, means <br />and method of the South Bend City Council in its unilateral reduction <br />of the salary of the Executive Secretary of the Commission adopted at its <br />meeting on July 27, 1964, for the following reasons: <br />1. That such action was taken without any consultation whatsoever <br />with a y members of the Commission. <br />2. That such irresponsible, unilateral action is contrary to the <br />best i terests of this community and is contrary to the cooperation necessary <br />betwee departments for the good government of the City. <br />3. That it is apparent that the Common Council acted without full <br />knowledge and without full investigation of the nature and scope of work en <br />entail d in the two present projects of the Commission and the proposed <br />projects of the central business district, LaSalle Park, and industrial <br />expansion project, all of which require capable and qualified professional <br />direction. <br />4. That the action of the Council has the unquestioned effect of <br />impugn ng the qualifications of the Executive Secretary of the Commission, <br />which s unwarranted and without merit. <br />5. That the action of the Common Council is an adverse reflection <br />upon t e members of the Commission itself in carrying out its duties in <br />the be Et interests of this community, which is unjustified for men who <br />have d dicated and devoted much of their time and effort for the better- <br />ment of this community without pay. <br />6. That the present salary of $15,000.00 for the Executive Secretary <br />of the °outh Bend Redevelopment Commission is a fair and reasonable salary <br />and is commensurate with the work and responsibility involved in carrying <br />forwarc the Redevelopment programs of this City. <br />BE IT FURTHER RESOLVED that the Redevelopment Commission hereby declares <br />that ir its opinion Henry Sucher, its Executive Secretary, is fully qualified <br />and competent to carry out his professional duties as Executive,Secretary <br />and do hereby fully endorse him in his professional capacity and that he has <br />competently carried out his duties as Executive Director <br />-3- <br />
