III. <br />PROGRESS REPORT <br />On motion made by Mr. Helmen, seconded by Mr. Louis, Hiring <br />and unanimously approved, the Commission approved the of <br />hirinc of Mr. William Kaman as night watchman at the <br />Sample Street Project at a rate of $1.50 per hour on <br />a temporary basis. <br />Mr. Sucher reported to the Commission that the per- Percentage <br />centa e of substandard dwellings in South Bend dropped of <br />from 12.2 in 1950 to 9.5 in 1960, according to federal Substandard <br />censuE figures. He stated that with the completion of Dwellings <br />the S ple Street clearance project a further gain will <br />be ma e. <br />IV. IRESOLUTION NO. 2 <br />Upon motion duly made, seconded, and unanimously carried, the Com- <br />mission adopted a resolution whereby it pledges its cooperation in <br />clearing and acquiring the Chapin Street Area between the Plaza <br />Apartments, Oliver Playfield, Western Avenue and the New York Central <br />main line, provided the City of South Bend, acting through its Common <br />Council and the South Bend Housing Authority, decides to use this <br />site and other land to the West thereof, known as the Oliver Play- <br />field for public housing and related public uses. <br />Resolution No. 29 is hereby attached and made a part of these <br />minut s. <br />On mo ion made by Mr. Place, seconded by Mr. Koczan, and unanimously <br />carri d, the meeting adjourned at 11:55 a.m.. <br />s <br />-kn IPA <br />G.
