ADDW'AINCCIE or FMJIWDDSi H E R E A S , under Title I of the Housing Act of 1949, as amended, the Housing and Home Finance Administrator is authorized to extend financial assist- ance to loc alities in the elimination and prevention of the spread of their s 1 um s and urban blight through the planning and undertaking of urban renewal projects; and H E R EA S , under Section 102 (d) of said Title I, the Housing and Home Finance Administrator may _make advances of funds for the preparation of General Neighborhood Renewal Plans for urban renewal areas of such scope that the urban renewal activities therein may have to be carried out in stages over a period of not more than 10 years; and HERE AS it is desirable and in the public interest that the City of South Bend, Department of Redevelopment prepare such a General Neighborhood Renewal Plan presently estimated to cost $8, 100 in that certain area, proposed as Urban Renewal Area, situated in the City of South Bend, County of St. Joseph, and State of In Tana, and described as follows: New York Central Railroad and Washington Avenue on the South, Walnut Street and City Cemetery on the East, Lincolnw ay West, Fas snacht Avenue and Kenwood Avenue on the North, and Olive Street on the West; and HERE AS the above - cited Federal law requires that a General Neigh- borhood Renewal Plan conform to the Workable Program of the community, as set forth in Section 101 (c) of said Title I; and Renewal H E R E A S said Title I also requires that the General Neighborhood an conform to a general plan for the locality as a whole:
