(No. 9) <br />DMIU li'IIOM OF VIEZ SOMME 5ZIMDD 1RMDDIEW1EIL,QDHaMZTf 7 <br />Rolm,, (G(OWDi,RNIIJN G D$®DDH or TOM (CIIT Y or SOWTH <br />5XIMID, or JiNDDEVEIL,(OflaMEMY APPROVING <br />G <br />TARRING OF GETMEDtZ.AIL, REIN EC AIL <br />- P-L..&AW AMID FRIL.T[ING OF APIPIL.Ii(C.&AYROU9 FOR FIER EIR.&AD:. <br />ADDW'AINCCIE or FMJIWDDSi <br />H E R E A S , under Title I of the Housing Act of 1949, as amended, the <br />Housing and Home Finance Administrator is authorized to extend financial assist- <br />ance to loc alities in the elimination and prevention of the spread of their s 1 um s <br />and urban blight through the planning and undertaking of urban renewal projects; <br />and <br />H E R EA S , under Section 102 (d) of said Title I, the Housing and Home <br />Finance Administrator may _make advances of funds for the preparation of General <br />Neighborhood Renewal Plans for urban renewal areas of such scope that the urban <br />renewal activities therein may have to be carried out in stages over a period of not <br />more than 10 years; and <br />HERE AS it is desirable and in the public interest that the City of <br />South Bend, Department of Redevelopment prepare such a General Neighborhood <br />Renewal Plan presently estimated to cost $8, 100 in that certain area, proposed as <br />Urban Renewal Area, situated in the City of South Bend, County of St. Joseph, and <br />State of In Tana, and described as follows: <br />New York Central Railroad and Washington Avenue on <br />the South, Walnut Street and City Cemetery on the East, <br />Lincolnw ay West, Fas snacht Avenue and Kenwood Avenue <br />on the North, and Olive Street on the West; and <br />HERE AS the above - cited Federal law requires that a General Neigh- <br />borhood Renewal Plan conform to the Workable Program of the community, as set <br />forth in Section 101 (c) of said Title I; and <br />Renewal <br />H E R E A S said Title I also requires that the General Neighborhood <br />an conform to a general plan for the locality as a whole: <br />
