Ea h appraiser shall complete his appraisals within 45 days after <br />re eiving authorization to proceed with his work. <br />In order to make the foregoing determinations, the South Bend <br />Re evelovment Commission has: <br />(1) Made appropriate inquiries among users of appraisal <br />services, particularly other public agencies, to identify <br />the best qualified appraisers for the particular assign - <br />ment and to obtain information as to their competence <br />and qualifications to perform the proposed appraisal <br />services. <br />(2) Made inquiries of the attorney expected to handle con- <br />demnation litigation for the Local Public Agency and <br />of condemnation trial attorneys for other public agencies, <br />to obtain information as to the relative abilities of the <br />appraisers to support their valuations by court testimony.. <br />(3) Made pertinent inquiries among other users of professional <br />appraisal services, particularly other public agencies, to <br />estimate the prevailing rate in the locality for equivalent <br />services, including the obtaining of information with re- <br />spect to the rates of compensation that have been and are <br />being paid to the appraisers, the types of property apprai- <br />sed, the extent and character of the appraisal reports and <br />services furnished, and the caliber of the appraisers em- <br />ployed. <br />(4) Given full consideration to available qualified appraisers, <br />conferred with six of them, and selected four appraisers <br />to perform the equired work. In conferring with apprai- <br />sers, the Local Public Agency has ensured that each such <br />appraiser fully understands the requirements, has ascer- <br />tained their qualifications for the particular assignment, <br />and obtained proposals as to the conditions under which <br />they would undertake the work. <br />(5) Required the selected appraiser to submit a statement <br />conforming to the conflict -of- interest provision in HHFA <br />standard form of contract for the particular type of <br />services to be furnished by the appraiser. <br />
