1 <br />(Resolution No. 5) <br />CERTIFICATE OF RECORDING OFFICER <br />Toe undersigned hereby certifies that: <br />1 He is the duly qualified and acting President of the City of South <br />Band, Department of Redevelopment (hereinafter called the "Local <br />P blic Agency ") and the custodian of the records of the Local Public <br />K3,ency, including the minutes of the proceedings of the South Bend <br />R. development Commission, Governing Body of the City of South <br />B nd, Department of Redevelopment (hereinafter called the "Govern - <br />k g Body"); and is duly authorized to execute this certificate. <br />2 Attached hereto is a true and correct copy of a resolution includ- <br />ing the WHEREAS clauses, adopted at a meeting of the Governing Body <br />7th day of January , 19ko-- <br />3� Also attached hereto is a true and correct copy of the Urban Re- <br />n wal Plan presented at said meeting and approved by said resolution. 1 <br />4 Said resolution has been duly recorded in the minutes of said meet - <br />i e and is now in full force and effect. <br />5 Said meeting was duly convened and held in all respects in accor- <br />dance with law and the by -laws of the Local Public Agency. To the ex- <br />tent required by law or said by -laws, due and proper notice of said <br />meeting was given. A legal quorum of members of the Governing Body <br />was present throughout said meeting and a legally sufficient number of <br />tubers of the Governing Body voted in the proper manner for the <br />adoption of said resolution. All other requirements and proceedings <br />der law, said by -laws, or otherwise, incident to the proper adoption <br />of said resolution, including any publication, if required by law, have <br />b en duly fullfilled, carried out, and otherwise observed. <br />6. If the seal appears below, it constitutes the official seal of the <br />Local Public Agency and was duly affixed by the undersigned at the <br />time this certificate was signed.
