RIES , <br />SURVEY <br />W7101M OM RESiUEIIDUSSiIION OF SiA.IDQ FJL.11L STREET <br />Mr. Sucher stated that although there have been a few minor cuts in the project <br />budget (due to the recent formula for fund allocation according to city population <br />by the fede al government), these cuts will not interfere with the plans materially. <br />In order to resubmit our application with the new figures coming under the ceiling <br />regulations a supplementary resolution is required. Mr. Sucher presented <br />a resolution, which stated in brief that whereas the Survey & Planning Application <br />dated July 10, 1958, for the Sample Street Redevelopment Project has been <br />returned to the South Bend Redevelopment Commission as exceeding the capital <br />grant autho ization ceiling, and whereas the SBRC still desires to undertake <br />this project at the earliest possible date, be it resolved by the Commissioners <br />that said Survey & Planning Application for the Sample Street Project Area be <br />revised with full consideration of the ceiling on new capital grant authority avail- <br />able to the ity_of South Bend, and resubmitted to the Housing and Home Finance <br />Agency. <br />Mr. Helme made a motion that the resolution be adopted by the Commission, and <br />Mr. Louis teconded it. IMA$IIS; <br />,e,mitional projects not meeting the present ceiling can be submitted to HHFA on a <br />contingent basis, They will not be approved, but by submitting now, we will <br />reserve the priority so that when sufficient federal funds become available our <br />next project will be amongst the first in line for approval. Mr. Sucher suggested <br />we submit 4 survey & planning application on another project. <br />There are two areas to be considered - Area #2 (Linden School - Clearance & <br />Rehabilitation) and Area #3 (Area located between Western & Washington Ave., <br />and Kaley Falcon - Residential Reuse). Area #2 has already been considered <br />by the Commission, when a choice of a first project was under consideration. <br />Area #2 pr sents advantages in the respect that School City's building expenditure <br />would be credited in part towards the City's 1/3 of the project cost;it has a wider <br />popular appeal (as it had already been publicized in a limited way when the choice <br />of the first project was being determined), plus having beneficial effect on adjoining <br />properties nd making sound neighborhood development possible. The fact was <br />brought out that although we would not obtain the tax return from the School Area <br />itself, the surrounding area would be enhanced, and thus higher tax revenues <br />would result from it. Also, it' would meet the Linden School's need for a larger <br />area for budding and playground. <br />
