South Bend Redevelopment Commission <br />Rescheduled Regular Meeting -November 2, 2007 <br />6. NEW BUSINESS <br />A. Public Hearing <br />(7) continued... <br />coming into the ballpark to have a quality of <br />experience while they are at the ballpark and <br />before and after. That connotes to me that <br />you are going to use that site as a non- <br />taxpaying site. It's another site in the city <br />that's being transferred from the public tax <br />rolls onto the non-tax rolls. <br />MR. GIBNEY: That is a possibility. And, <br />Juan, our hope and our planning and our <br />direction will be to add more real estate, in <br />terms of new construction, to this site. <br />MR. MANIGAULT: But it's all possibility. <br />I can only go by the plan that you've <br />presented. <br />MR. GIBNEY: It's all possibility, right. <br />Like the proposal you listened to about <br />thirty-five minutes ago, which is now ready <br />to be a $200M-plus development in the <br />Northeast Neighborhood. And, five years <br />ago that was all possibility. Today it is <br />reality. And that was the result of planning; <br />it was a result of citizen participation, and <br />that was a neighborhood that was generating <br />very few dollars in taxes and now it's going <br />to be generating significant dollars in taxes. <br />MR. MANIGAULT: I understand that. <br />MR. GIBNEY: And, I can quote several <br />neighborhoods that went through the same <br />exact planning process where the majority of <br />that development, is subsequently now <br />paying taxes.
